Background

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair. IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding, and coordination.

The IRC Turkey team is currently implementing health, economic recovery and development, protection and education programming in Northern Syria as well as protection and education programming in Turkey.

Job Overview/Summary:

The Monitoring, Evaluation, Accountability and Learning Coordinator (MEAL Co-or) will ensure that the IRC Turkey country program implements its monitoring, evaluation, accountability and learning commitments as set out in its Strategic Action Plan -SAP 2020. Core to that will be ensuring that IRC Turkey improves program quality, effectiveness and responsiveness through a robust system of program monitor activities that incorporates data collection, analysis, learning and timely action-taking. The MEAL Co-or will work with both IRC staff and partners to develop accountability mechanisms and ensure congruence with IRC's internal and donor external accountability expectations. S/He will be part of the senior management team (SMT) and report to the Country Director.

Major Responsibilities :

  • Ensure that the country program meets its monitoring, evaluation, accountability and learning commitment as set out in its Strategic Action Plan -SAP 2020;
  • Ensure IRC Turkey meets standards set out in IRC's global Monitoring for Action (MfA) initiative for improving monitoring practice and use of data within the organization;
  • Contribute towards an organizational culture shift from a focus on data being primarily for donor reporting or indicator calculation purposes to using data for programmatic course correction and other decision-making action;
  • Responsibility for championing ICT4P-related activities and for coordination with Regional on ICT activities;
  • Ensure that IRC Turkey implements innovative and technology-driven appropriate systems and tools, at the assessment, monitoring and evaluations stages of the program cycle;
  • Actively support the Deputy Director of Programs (DDP) in the planning and implementation of assessments for new program activities / new proposals;
  • Support the DDP and Technical Coordinators to design evidence-based programming that aligns with the country strategy, is relevant for the context, is responsive to assessed needs, is based on learning and is measurable;
  • Ensure that all relevant stakeholders have timely access to appropriate information and evidence. And that the information and evidence is used to improve program quality, effectiveness and responsiveness;
  • Ensure compliance at all time with IRC M&E policy and procedures, including the Syria Response Region Beneficiary Counting Guidelines, global outcome indicators measurement, Global Data Platform and M&E specifications for ICT4P;
  • Support technical coordinators in the analysis of data, information and evidence generated by the M&E team and ;
  • Support technical and grants coordinators in the preparation of donor reports, including concise narratives and relevant tables and/or graphs;
  • Ensure that IRC meet its internal and external accountability commitments.
  • Ensure the timely and complete implementation of IRC Syria Response Region beneficiary feedback and response strategy and field guide by providing operational leadership to the roll out and implementation.
  • Guarantee a common implementation approach, with other countries in the Region and with the Regional team, on the One-Syria M&E approach and the role of Research and Monitoring Assistants in Syria;
  • Secure the implementation of IRC's Commodity Tracking System;
  • Ensure that program log frames are realistic, supported by the M&E systems and processes, consistent with the IRC's library of core outcomes and indicators and, all together, signal progress towards SAP implementation;
  • Work with technical coordinators to develop or improve tools and processes to ensure that programs are using the right tools and have the proper procedures in place to achieve both collection of high quality data and the effective use of those data;

Staff Management and Development

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
  • As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment
  • Provide constructive feedback and counsel on appropriate career paths and professional development.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures;
  • Maintain open and professional relations with all team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;

Other

  • Ensure the MEAL unit functions well to provide technical assistance and added value to program teams;
  • Ensure that job expectations and performance objectives are clear for all direct reports and follow up regularly and as a part of the annual Performance Review and Planning Process;
  • As the Country Program grows and changes, provide the Country Director with documented lessons learned and recommendations about optimal functions and structures related to monitoring, evaluation, accountability and learning;

Job Requirements:

  • A relevant postgraduate degree;
  • At least 6 years international experience within the development / humanitarian sector, at least 4 of which are at senior management level;
  • Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded programs and experience with qualitative and quantitative data collection and analysis
  • Previous experience working in a remote management context;
  • Excellent technical understanding of contemporary M&E methods and approaches;
  • Comprehensive knowledge of humanitarian accountability principles and their translation into practice.
  • Strong planning, organizational and interpersonal skills;
  • Excellent analytical, presentation, and reporting skills
  • Excellent English communication skills, Arabic would be an advantage;
  • Excellent IT skills in Microsoft Word, Microsoft Excel and specialized data management software
  • Strong commitment to IRC's mission, purpose and values;

Other Information: Antakya, Turkey is currently not assessed as a high-risk environment and it remains a generally safe city and country as long as IRC security protocols are observed. The post is limited accompanied, and separate housing will be provided by IRC according to the IRC Turkey housing policy.
