Somalia: Short Term Consultancy on Program Evaluation of CCSAS and GBV programming in Somalia

1. Background / IRC Summary

The International Rescue Committee responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers help to people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. At work today in over 40 countries and in 22 U.S. cities, the IRC serves people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities.

Since 2013, IRC’s Women’s Protection and Empowerment (WPE) program in Somalia has implemented GBV programming in 3 regions of Somalia: Benadir, Mudug and Nugaal. In each of these regions IRC works with local partners and health facilities to support the provision of Clinical Care for Sexual Assault Survivors (CCSAS) and psychosocial support as well as community outreach activities. IRC Somalia intends to continue implementing and expanding on it WPE programming in the coming years, and is dedicated to ensuring that the programming that it is implementing is appropriate and effective. These Terms of Reference relates to a consultancy to conduct a program evaluation of the three regions in which WPE programming is operational, with a specific focus on the quality of CCSAS service provision. This evaluation will assess the successes, strengths, weaknesses, and gaps in the program since its inception in mid-2013. Based on these findings IRC will redirect however necessary to improve the program.

2. Overall Goal

Specific objectives

  • To evaluate the efficacy of IRC Somalia’s GBV response service including the provision of CCSAS and psychosocial support by local partners, and provide recommendations how operations can be improved.
  • To evaluate the prevention aspects of the WPE programming including effectiveness of messaging, targeting of beneficiaries, and community awareness and impressions of outreach activities that have been conducted to date.

3. Scope of Work:

The assignment is expected to be conducted from 7th - 21st December, 2015 (15 days). Specific dates are negotiable and will be discussed with the consultant.

The following are key deliverables expected of this consultancy and within the specified period:

  • Initial inception report detailing the methodology to be used to assess WPE response and prevention programming.
  • Conduct on-site 3-4 day evaluation of programming in each of the three sites where IRC WPE programming is operational to assess the quality of activities, and service provision.
  • Analysis of the evaluation data in collaboration with the WPE Sr. Manager and WPE Coordinator
  • Final Evaluation report, which should assess the successes, strengths, weaknesses, and gaps in the program and recommendations on how to strengthen the program’s effectiveness..

4. Education Required Skills and Experience

  • Bachelor's degree, preferably social work, or nursing with a minimum of three years progressively responsible experience in GBV programming.
  • Possess detailed knowledge of GBV best practices, case management and CCSAS services for GBV survivors.
  • Experience in preparing and conducting GBV program evaluations.

Consultants should include the following considerations in their technical and financial proposals:

  • No costs associated with preparing the application will be met by IRC
  • The consultants will ensure the evaluation is done correctly and completed as per the agreed timeline. The expected time line may be revised based on consultant/IRC discussions.

Minimum Criteria for submission of the proposal for the BID.

  • The program evaluation consultant/institution should submit a technical and a financial proposal
  • The program evaluation consultant /institution is expected to demonstrate that it has a track record of not less than three (3) years of experience executing similar assignments.
  • Qualifications as specified in section 4 and proven experience in conducting such evaluations and reports on similar programming. Examples of previous evaluations conducted are highly encouraged.

5. Contractual issues

The IRC will provide the following at no cost to the consultant:

  • Travel costs (to and from – Nairobi and within Somalia)
  • The consultant / team must comply with The IRC rules and procedures related to security and relations with the media
  • The consultant/ team must respect the ethics related to evaluation practice
  • Security will be provided and organized by The IRC team

6. Others

The consultant will work closely with IRC’s Deputy Director for Programs, WPE Coordinator and Sr. Manager and liaise with the WPE team in Mogadishu, Galkacyo and Garowe.
