Proposal Objective: The purpose of this six-month Task Order is to strengthen the institutional and human capacity of the Societe Nationale Des Parcs Industriels / National Industrial Parks Management Office, herein after referred to as (SONAPI). The goal of this project is to increase overall performance of SONAPI in a manner that fosters sustainability and improves Haiti’s overall development outcomes. The HICD Task Order will ultimately contribute to employment generation in the garment industry, by supporting SONAPI in setting a suitable environment that will attract private investments in the sector.
Position Description: IBTCI seeks a Team Leader/Project Manager to oversee and lead this project. Duties will include team supervision, quality of deliverables and interaction with USAID and Haitian government stakeholders. The Team Leader will be responsible for providing the vision and overall leadership to the team; managing the Contractor’s technical assistance, training, and overall support; preparing and submitting reports requested by USAID; and coordinating USAID assistance with key counterparts. The position will be based out of Port-au-Prince and will travel throughout Haiti.
The position is based in Port-au-Prince in Haiti, and is contingent upon award.
Responsibilities
· Will have principal responsibility for overall project management and technical operations to ensure that the project tasks are completed and the objectives of the project are successfully met;
· Will lead IBTCI’s team and serve as the primary point of contact with USAID with regard to day-to-day activity implementation and management matters relating to the contract;
· Will have overall responsibility for assuring that all assistance provided under the contract, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed;
· Will manage and supervise the work of all experts/personnel provided under the contract.
· Oversee design and implementation of five of the seven HICD methodology steps for the project: organizational performance assessment, analysis SONAPI’s current structures, performance assessments, Performance Solution Package and operationalizing performance monitoring system.
· Lead and present progress reports, draft and final assessment/completion reports and PSP.
Minimum Qualifications
· Bachelor’s degree in a relevant subject area AND 10 years of relevant work experience; or Master’s degree in a relevant subject area AND 8 years of relevant work experience; or Ph.D. in a relevant subject area AND 4 years of relevant work experience.
· Relevant work experience includes leading or supporting HICD, institutional capacity building, organizational development assessments for international development projects. Experience in performance expertise and strategic management/planning desired.
· Additional specialized knowledge in relevant areas such as gender, public financial management, administration, organizational systems change theory, industrial development, human resource capacity building.
· CPT or HPI certificated candidates preferred. USAID experience and proven knowledge of HICD methodology required.
· Relevant degree areas include Business, Economics, Finance, and Organizational Development.
· Previous experience working in Haiti, in particular with Haitian government agencies and ministries desirable.
· Ability and willingness to travel throughout Haiti.
Education
· A Master’s Degree in social sciences, evaluation sciences, business management or other related discipline.
Language Proficiency
· Exceptional proficiency in written and spoken English is required.
· Proficiency in written and spoken French is required.
