BACKGOUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crisis and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home. IRC Hellas’ Emergency Protection program looks to ensure that crisis-affected populations have an improved access to life-saving and humanitarian services, rights and entitlements. Following the 2017 IRC Greece strategy, this will be achieved through an integrated approach in service provision in camps and urban setting through specialized programing for vulnerable groups including case management.

SCOPE

· The Partnership Manager supports the development of local partnership strategies and management of relationships with partners for this project, in line with IRC’s Global and Regional partnership approach. The Partnership Manager will be responsible for overseeing partnerships with other NGOs, working closely with key IRC regional and country staff to build capacity and ensure project delivery in a collaborative manner.

· The Partnership Manager reports directly to the Deputy Director – Programs and will be based in Athens. Expected travel is up to 50% of the time within the country.

RESPONSIBILITIES

Strategy and Planning

· Work in close collaboration with the Regional Partnership Coordinator, Deputy Director – Programs, technical coordinators[EC1] , and Grants Manager, to shape and implement a local partnership strategy that reflects both IRC’s approach to working with partners and capacity and strengthening the needs of partner organizations, positioning IRC as a valued INGO partner. This includes developing and monitoring appropriate indicators of progress and documenting successes and challenges.

· Assess the current partnership portfolio to identify opportunities to support current and future programming. Take action to expand and/or strengthen the current partnership portfolio.

Partner Relationship Building

· Work closely with the Deputy Director – Programs, Grants Manager and technical coordinators to build and maintain the relationships with local partner organizations that are supporting implementation of projects, ensuring strong partnership practices.

· Lead the Partnership Working Group to develop and implement internal policies and procedures including the development of the IRC Greece Partnership Standard Operating Procedures.

· Lead on all partnership-related Strategic Action Plan (SAP) [EC2] commitments.

· Build capacity in the management of partnerships by facilitating training, providing one-on-one follow-up support, drafting agreements and modifications, and conducting proposal and budget reviews.

· Represent IRC with external partners organizations, to ensure accordance with policies and procedures, including donor compliance.

· Work in coordination with the M&E Coordinator to develop a Monitoring structure for Local Partners.

· Lead in drafting partnership agreements and modifications, acting as focal point with IRC Greece and IRC HQ for review and approval, and facilitate signature by IRC and partners.

· Monitor and facilitate compliance of partner’s programs with donor and IRC requirements and raise issues affecting external/internal compliance to the Grants manager.

· Draft memos and guidance documents and act as a resource for partners and for all compliance-related issues pertaining to sub-grants.

· Support the development and the dissemination of already existing tools of Partnership tools and systems.

· Maintain and update the Partnership stakeholder matrix.

· Work with the Grants Manager and the Finance Project Manager to ensure that partner budgets are reviewed, reinforced through training and support, and spent out in a timely fashion. Ensure that partners understand and agree to sub grant agreements as issued.

· Oversee IRC’s efforts to improve transparency and accountability practices toward partner organizations, looking at different methods for gathering, analyzing and responding to partner organizations’ feedback and suggestions to improve working in partnership.

Capacity Strengthening

· Conduct/review partner capacity assessments with other relevant staff using standard IRC tools, and design capacity strengthening programs for each partner in collaboration with IRC Greece relevant departments.

· Work in close collaboration with the Regional Partnership Coordinator, and local Country Management Team to oversee the development of standardized approaches and best practices in strengthening the capacity of local partner organizations, taking into account IRC trainings already available and existing capacity-strengthening tools.

· Coordinate with M&E colleagues to ensure partners receive training and ongoing support necessary to meet program management, accountability and M&E requirements.

· Support staff learning around, and delivery of, organizational development. Develop and/or identify optimal capacity strengthening tools and methodologies. Disseminate, promote and backstop their use by country program staff.

· Provide support to enhance reporting and documentation practices.

· Reflect on and document relationship management progress together with partners.

· Report on progress of partners’ implementation of the project.

REQUIREMENTS

· University degree in related field or equivalent experience.

· 3-5 years experience working with and supporting capacity strengthening of civil society organizations. Good understanding and knowledge of the Greek Civil Society landscape mandatory.

· Demonstrated ability to collaborate with peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.

· Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.

· Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties.

· Experience in organizational development desirable.

· Excellent verbal and written English skills. Oral fluency in Greek mandatory.

· Experience working within complex emergencies or with refugee or migrant populations preferred.
