The International Rescue Committee (IRC) has been working in Burundi since 1996, initially supporting return and reintegration of refugees from Tanzania. Since then, the IRC has expanded its support to Congolese refugees and post-conflict support to Burundians. IRC Burundi's programming includes women's empowerment and protection, education, child protection, community services, livelihoods and is UNHCR's partner to deliver the Logistical Support Program (LSP) which includes overall logistical support for the camps and returning refugees (transportation, vehicle maintenance, warehousing, return and reintegration support. The IRC responds to emergencies prompted by natural disaster as well as the current political crisis in Burundi.
SCOPE OF WORK
The IRC Burundi Deputy Director of Operation's (DDO) responsibilities will be to maintain and improve effective support systems (administration, supply chain, human resources, safety & security and IT). The position will also be responsible for general oversight of the UNHCR funded Logistical Support Program (LSP) for refugee operations. This includes supervise directly the National LSP Coordinator, oversight of activity implementation, budget and the management of the relationship with the donor and the Government on the issues related to the LSP.
The DDO will be responsible for ensuring that all of IRC's systems, policies and procedures are rolled out, understood, and implemented by the relevant staff in all program areas. In addition he/she will ensure that the Country Director is briefed on security and advice on security policies and procedures. The DDO will contribute to the development and achievement of the strategic objectives as a member of the Senior Management Team (SMT). The DDO will report to the Country Director and will directly supervise at least five senior staff based in Bujumbura.
Responsibilities:
Logistic support for refugees
- Lead the Logistical Support Program (LSP) with direct supervision of the National LSP Coordinator.
- Ensure the focal point role with the UNHCR and the Government in all LSP related issues.
- Supervise the M&E, financial, reporting and activities implementation of the LSP.
- Ensure budget management and asset management for LSP.
- Provision of concepts, strategies and project recommendations for LSP.
Supply Chain
- Ensure that country logistics policies are appropriate, documented, disseminated and required monitoring processes are effective.
- Assist supply chain staff in working effectively with other units to improve planning and resource utilization.
- Undertake periodic system reviews of procurement, vehicle & fuel, asset, warehouse/inventory, suppliers and vendor contracts and communication systems to identify areas for improvement and compliance with IRC policy.
- Review key/routine reports, (procurement tracking, fuel consumption, procurement plans) and provide feedback with recommendations.
- Provide training and capacity building to supply chain staff.
- Oversee processes and ensure compliance with IRC policies and donor regulations.
- Ensure that all leased properties conform to health and safety standards.
Budget & finance oversight for operational costs
- Produce content for new budgets covering operational requirements and provide advice on procurement related budgeting, including a capital equipment replacement plan.
- Maintain close working relations with the Finance Controller to ensure full and coordinated support to operations.
- Oversee operations budget lines in all grants.
Administration and Human Resources
- Supervise the HR department and support the HR Coordinator to improve recruitment processes, performance evaluation and planning, global HRIS implementation and capacity building and training plan for all local staff.
- Serve as focal point person for investigation into policy violations. Follow up on accusations of employee misconduct and advice on potential discipline.
- Ensure all necessary support for the functioning of the office, including external relations with the government, is in place.
Security
- Serve as security focal point for the country program by attending meetings and gathering relevant information.
- Ensure that the Security Management Plan and SOP's are regularly updated.
- Support Country Director in troubleshooting specific security incidents.
- Provide management support and oversight in implementing security policies and procedures. Ensure staff are trained in basic security procedures.
- Ensure all office and residential locations are safe and secure.
Information Communications Technology
- Support the IT Coordinator to ensure that all IT equipment maintained, secure and an appropriate replacement schedule is in place.
- Support and help to develop the capacity of the IT staff in both Bujumbura and field offices. Update IT policy and procedures and ensure implementation of these through the IT Coordinator.
REQUIREMENTS
- Bachelor's Degree required; Master's Degree in a related field preferred.
- At least 8 years' experience of operational support or management of multi-sector humanitarian relief or development projects in Africa or similar context; including a minimum of 3 years in a senior level position.
- Proven personnel management, administration, logistics, communications, and security experience of large operations previous experience working in emergency or post-conflict contexts.
- NGO experience and donor requirements; Knowledge of IRC procedures and policies preferred.
- Excellent written and oral communication skills in both French and English language.
- Solid organizational skills: ability to be flexible & work well under pressure in a fast-paced multi-task team environment.
- Excellent computer skills: facility with MS Word, Excel, and email/internet software.
