CONTEXTUAL BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,800 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
The Iraq cross border team manages a fast growing portfolio of operations in Hasakeh and Ar-Raqqa governorates in Syria, including health, food, non-food items, cash, livelihoods, and protection response for Syrian IDPs and host communities, as well as for Iraqi refugees fleeing the conflict in northern Iraq.
Job Overview/Summary: The Grants Manager ensures effective grants management within the Grants Unit, reporting directly to the Senior Grants Manager. S/he ensures IRC program/support teams are fully informed of relevant reporting deadlines, donor compliance regulations and IRC procedures and manages external reporting. S/he also supports communication by ensuring that effective channels of internal and external communications relating to grants are established and respected. Finally, s/he supports business development proposal writing and opportunity identification as required.
Major Responsibilities:
- Ensure that grants or contracts are well administered and program/support teams are fully informed of relevant donor compliance regulations and IRC procedures.
- Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions.
- Update the Grants Management Metrics each month for review by Senior Grants Manager, program teams and SMT.
- Manage all external reporting to ensure timely delivery of high-quality reports which meet donor and IRC requirements, with support program managers/ coordinators.
- Ensure draft reports are disseminated for review/feedback by SMT, and HQ staff prior to submission.
- Collect and draft success stories and communication material as necessary.
- Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant Unit tools.
- With the help of the Grants and Partnership Officer, maintain a comprehensive information management and filing system that ensures all donor contractual documents, reports, key correspondences, etc. are appropriately filed in up-to-date and consistent soft and hard libraries available as needed.
- Assist capacity building of IRC program and support teams by facilitating trainings and providing support in report reporting, indicator tracking, IRC-specific tools, and other topics as/if needed.
- Support proposal and project/program revisions, as required.

Job Requirements:
- Bachelor's degree in relevant discipline.
- 2 years of professional experience with at least one year international work experience in relief or development programs, preferably in a post-conflict setting.
- Demonstrable experience in grants management, including: report writing and grant monitoring.
- Demonstrable understanding of project planning and management cycles.
- Knowledge of USG and EU (ECHO/ EC/DFID/SIDA) and other donor regulations, procedures and requirements.
- Experience in finance management and reporting a plus.
- Experience with M&E database management a plus.
- Demonstrable high-level performance management and team working skills, with experience in managing a portfolio of multiple donors.
- High-level of knowledge and practice with Word, Excel, Outlook, etc. required.
- Ability to work well under unstable security, administrative, and programmatic pressures.
- Professional fluency in spoken and written English; able to communicate concisely and with impact. Fluency in Arabic is an asset.
- Flexibility to adapt to changing requirements.
- Iraq or regional experience a plus.

Working Environment: The position will be based in Dohuk with travel into North-East Syria as necessary. Although the security situation is stable, some restrictions are in place to ensure safety and security of staff. The IRC will provide accommodation and transport.
