IRC reaches over a million children annually with education and child protection programs in 25 countries around the world. The Child and Youth Protection and Development team defines the vision and strategic priorities for all of IRC's education and child and youth protection programs. The team provides evidence-based and contextually-relevant technical support to programs, with the goal of ensuring they are technically sound and achieving the outcomes we seek.
The Research, Evaluation and Learning Unit spearheads IRC's work to conduct and use research, cost analysis, and monitoring data to inform decision making and improve effectiveness throughout the organization and in the broader humanitarian field.
Job Overview/Summary:
This position will be a member of the Child and Youth Protection and Development (CYPD) Unit and work closely with the Research Evaluation and Learning (REL) unit to advance the development and testing of innovative programs in education, including the development and testing of indicators, identification of projects that have potential for high impact, and mapping out and engaging with relevant partners. The position will work with field teams to ensure that indicators are well-understood and feasible, purpose-driven and used to refine program design and implementation. The position will also support the refining of research management protocols and processes to improve organizational efficiency.
The role reports to the Senior Director of the Children and Youth Protection and Development Unit and work closely with the Research Evaluation and Learning unit.
Major Responsibilities:
1 Support the development and field testing of indicators and measures for education, including the measures for safe healing and learning spaces 2 Develop and carry out trainings and support material for field staff to be able to collect and use indicator data 3 Work with communications colleagues, technical advisors and field teams to develop user-centered products that convey research and evidence in a form that is easy to understand and apply. 4 Work with technical teams and country programs to identify intervention ideas with potential for high impact 5 Map out existing landscape of innovation actors with specific focus on children's outcomes and research and measurement of children's programs 6 Refine and develop research management protocols to improve organizational research processes, including standards, tools and quality assurance for data collection 7 Support business development process for research and monitoring, including identifying opportunities, and gathering the technical and financial resources needed for quality proposal development 8 Develop and maintain strategic partnerships with researchers and other partners, in pursuit of the tasks above 9 Other tasks as negotiated
Job Requirements:
Minimum Requirements
- Master's in education, public policy, international affairs or related field
- 6-8 years of progressive field experience in the international humanitarian or development contexts, preferably in education or child protection programming
- Substantial experience in the design and use of field-based program monitoring instruments and measures
- Ability to work independently with minimal direction
- Excellent communication skills, including the ability to communicate effectively in a distributed, multi-cultural environment
- Strong organizational skills with proven ability to be flexible and to work well under pressure, to deal with multiple competing priorities and to multi-task, to manage own time and the time of direct reports
- Ability to travel internationally up to 50%
Preferred Additional Requirements
- Knowledge of French or Arabic
- Business development experience, specifically providing M&E technical input and guidance on proposals

- Standard office work environment
- Preference for NY but location flexible
