Background: The Baltimore office of the International Rescue Committee was established in 1999. The office has served refugees from over 25 countries, offering a wide array of programs including resettlement, employment and career development, youth, immigration, interpreter services, and community health. IRC's Baltimore office is located in the Baltimore Resettlement Center (BRC) and resettles and/or provides assistance to approximately 1100 refugees, asylees and victims of human trafficking each year.

Job Overview: The Deputy Director, Programs is responsible for the oversight of Refugee and Asylee case management, Employment, Logistics, Cultural Orientation, Youth, Health, Interpretation Services and Immigration programs. This position supervises 6 direct reports and will report to the Executive Director.

Major Responsibilities:

  • Responsible for program quality across the organization through oversight of Refugee, Asylee, Employment, Logistics, Cultural Orientation, Youth, Health, Interpretation and Immigration programs.
  • Ensure close coordination between all IRC Baltimore Programs; implement processes and procedures that ensure clients are screened and connected to relevant programs throughout the agency.
  • Ensure that programs comply with contractual and reporting requirements, work towards required outcomes, provide quality services and meet the needs of our refugee/asylee stakeholders.
  • Lead and supervise a team of management-level direct reports.
  • Serve as a member of Baltimore leadership team, participating in strategic and office-wide discussions and planning.
  • In coordination with the Executive Director, lead the multi-year strategic planning process for the Baltimore office to ensure the sustainability and growth of programming.
  • Ensure that program areas have individual plans that are aligned with the Baltimore office's strategy; support new project design and program development.
  • Serve as lead in the continuing development and implementation of data collection and analysis; produce reports to demonstrate the effectiveness of IRC's programming to internal and external stakeholders.
  • In coordination with the Executive Director, ensure that programs maintain sound fiscal management and implement and comply with HR policies and procedures.
  • Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders.
  • Work closely with the management team of the IRC office in Silver Spring to ensure the strengths of both offices are leveraged to improve program quality and efficient business operations.
  • Other related duties as assigned.

Job Requirements:

  • Experience managing staff in the non-profit sector
  • Experience preparing budgets, monitoring budgets and adjusting to meet budgets.
  • Experience with US Government grant implementation and compliance a plus
  • Experience developing, refining, evaluating and sustaining programming.
  • Bachelor's degree required.
  • Master's Degree in Business, Non-Profit Management, Public Administration or related field a plus.
  • Demonstrated organizational and time management skills; ability to prioritize tasks.
  • Excellent written and oral communication skills.
  • Ability to achieve results under pressure and meet deadlines.

Working Environment: Primarily an office setting composed of highly diverse, multicultural employees and clients; some travel around the Baltimore and Silver Spring service area (15% time) and occasional travel within the U.S. (3-4 times per year).
