BACKGROUND:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.
In response to the influx of refugees in Greece, The IRC Hellas has been working in Lesvos since June 2015, currently providing support to Middle East and North Africa refugees.
SCOPE OF WORK:
The Senior Site Officer is responsible for the the set-up of the site including electricity, housing and warehousing, roads and fences. She / he will act as the focal point on the technical discussion with contractors regarding her / his sector of activity. The Senior Site Officer will oversee the follow-up of the construction phase and the maintenance activities of the site. As an officer, she / he will oversee the activities of the site management and maintenance team. She / he will work in close collaboration with the EH officer.
Position objectives:
· Act a technical focal point during the discussion with contractors
· Support the site planning and the set-up phase of the transit site.
· Oversee the construction phase (except for EH activities).
· Ensure that site management and maintenance activities.
· Ensure accurate and timely reporting for site level activities.
This position reports to the Transit site Manager.
RESPONSIBILITIES:
Staff Supervision & Development
· Directly supervises the site management and maintenance team.
· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
· Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews for the team She / he supervises.
· Plan/coordinate and oversee staff workplans, work and vacation schedules, and staff training/development activities
· If/as required identify staff performance issues and work with the Senior transit site Manager to document and address these in accordance with the National Staff Employment Policies
Grant Planning & Implementation
· Prepare and maintain/update detailed workplan(s) that support and achieve the timeline and completion date.
· Provide direction and monitor staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
· Act as the focal point on the technical discussion with contractors regarding her / his sector of activity
· Oversee the construction phase (except for EH activities).
· Ensure that site management and maintenance activities.
Coordination & Representation
· Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and complete program activities and expenditures.
· Undertake/participate in liaison, coordination, and information sharing activities with partners as required
· Act as primary focal point coordination on site maintenance
Other
· Consistently and proactively monitor/assess the safety and security of the team; promptly report concerns or incidents to IRC management and liaise with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
· Other duties as assigned by the supervisor to enable and develop IRC programs
Professional Standards
· All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS:
· Civil engineer diploma
· 3-5 years professional experience as an Engineer.
· Proven abilities in developing workplans, data collection and analysis and performance monitoring, team management.
· INGO experience preferred
· Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, detail oriented, dynamic, results – oriented, flexible and able to handle pressure well.
· Fluency in English and Greek required.
WORK**ENVIRONMENT**:
This position will supervise the site management and maintenance team. The candidate must be prepared to spend extended working hours due to the unanticipated refugees large flux of arrivals in what may be adverse weather conditions or stressful environments.
