Background:

IRC's International Programs focus on various relief, rehabilitation, and development programs for refugees, internally displaced persons and those affected by conflict and natural disasters worldwide. Each region is managed by a regional team that oversees the country programs, headed by a Regional Director (RD), Deputy RD for Programs, and supported by two Regional Program Officers (PO) and a Regional Program Manager (PM). The West Africa region is made up of nine countries; Liberia, Cote d'Ivoire, Sierra Leone, Mali, Niger, Chad, Nigeria, Central African Republic and Cameroon.

Scope:

The West Africa PM will be responsible for overseeing the provision of a range of assistance services in support of the programs in the region, working closely with and reporting to the PO. This includes close collaboration with colleagues based in the field and in other HQ units and departments, including but not limited to Policy and Practice, Revenue and Finance and Grants staff, and some liaising with IRC Europe and Washington offices as needed.

Responsibilities:

Grants Management

  • Provide support to the Program Officers in proposal/grant modifications and submissions, including liaising with various departments to obtain approvals and helping to ensure complete proposal packages;
  • Review & provide substantive feedback on grant reports prior to donor submission and ensure timely submission of these reports;
  • Work with IRC technical unit staff on proposal development in coordination with Program Officers and field teams as required. Maintain detailed lists of the region's active grants by country, reporting deadlines, grant report due dates, etc and alert colleagues as appropriate;
  • Ensure proper grant management filing systems at HQ;
  • Liaise with the Finance Department to process source code requests from the field and relay proper documentation back to the country programs;
  • Assist in providing coverage support when Program Officers are absent.
  • Subgrant processing, tracking and USG FFATA reporting
  • As necessary, coordinate proposal development process with field and HQ staff.

Internal and External Communications

  • Respond to day-to-day interdepartmental, field and external requests for information;
  • Assist the Program Officers to obtain and maintain updated summary information on the region's country programs, and to help draft summaries as requested;
  • Assist the Program Officers to promote the work of the region's country programs;
  • Coordinate and participate in monthly calls with country teams
  • Update and maintain regional RescueNet page.

Other

  • Research and be informed about programmatic issues, security and political developments in the region;
  • Participate in special projects as needed;
  • Provide in-country support as needed and assist in training of new grants managers either remotely or in-country;
  • Provide administrative support to consultants in the field, and assist in procurement for country offices as needed.

Requirements

  • Bachelor's degree in a related field (Education, Int'l Affairs, Social Work, etc.) - or equivalent;
  • Minimum 2 years related non-profit and/or administrative work experience desirable. Some field experience a plus, regional experience in particular;
  • Proven writing and editing skills: the ability to draft memos & letters and edit reports and proposals;
  • Solid organizational and administrative skills, with a proven ability to prioritize projects with attention to detail;
  • Excellent computer skills: MS Word, Excel, file sharing and database software.
  • The ability to work independently and productively in a fast-paced environment - pro-activity and initiative to problem solve within the job parameters is essential;
  • Ability and willingness to travel;
  • Fluency in French is preferred.
