Background/IRC Summary:

The IRC has been among the leaders in the field of Reproductive Health (RH) in conflict-affected settings for over fifteen years, during which time enormous strides have been made in integrating and prioritizing RH in acute and protracted crises. The IRC's RH program supports the provision of evidence-based services to prevent and treat the leading causes of maternal mortality and disability and mitigate consequences of sexual violence among the world's most difficult to reach populations.

Job Overview/Summary:

The Reproductive Health Grants & Budget Manager will maintain quality grants management for reproductive health within IRC's Health Technical Unit. Reporting to the Senior Technical Advisor Reproductive Health, this position will work closely in-country and HQ grants staff, finance, and business development to ensure timely and accurate grant reporting, maintaining grant records, and assisting with new business development (including funding proposals). The RH Grants Manager, with the Health Unit's Grants and Operations Coordinator, will also be responsible for tracking grant spending, developing spending plans, and managing internal disbursement of grant funding for emergency response activities. This position will entail some limited field travel and logistical support for special projects including planning for workshops and trainings.

Major Responsibilities:

Grants and Budget Management

  • Review, track, and analyze expenditures for Reproductive Health grants
  • Work in close collaboration with the Health Unit's Senior Coordinator for Grants and Operations to harmonize TU-led RH grants as part of the health unit's grants and funding portfolio
  • Work with relevant Health Unit and HQ-based finance staff to ensure accuracy of grant financial reports, promptly identify and advise the TU Director and applicable grant leads on areas of concern
  • Review and process sub-grants to country programs and emergency response unit for reproductive health activities.
  • Coordinate and coordinate approval of agreements, amendments, cost extensions and no-cost extensions for emergency RH sub-grants.

Donor Reporting and New Business

  • Develop guidance, templates, and toolkits to ensure timely submission of narrative and financial donor reports
  • Support RH technical team as needed in development of proposals for new development opportunities, including review of concept notes, proposals and budgets.
  • Manage OTIS (Opportunity Tracking Information System) workflow for proposals, ongoing grants, agreements and amendments.
  • Assist in donor relations; participate in calls with select donors, represent RH Team at donor meetings as required; communicate RH team priorities to donors/IPP/BDU/etc

Other support for special projects and ongoing RH initiatives

  • Provide logistical assistance in the planning and execution of RH workshops, meetings, and trainings
  • Assist RH team members with development of external reports, Web content, presentations and technical tools as needed

Key Working Relationships:

Position Reports to: Senior Technical Advisor, Reproductive Health Position directly supervises: May supervise Program Assistants and/or Interns and Volunteers

Indirect Reporting: Other Internal and/or external contacts:

  • Internal: Regular contact with Technical Unit teams and Grants Managers in other units. Liaise with country program staff. Interact regularly with internal IRC departments, especially budget, finance, human resources and procurement.
  • External: Interact with donors, vendors, contractors, and consultants.

Job Requirements:

Education:

  • Bachelor's degree in relevant field is required.

Work Experience:

  • 2 years of experience managing government and/or private grants
  • Demonstrated experience developing proposals for public and private donors

Demonstrated Skills and Competencies:

  • Excellent budget management skills including experience tracking expenses and developing spending plans
  • Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment
  • Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment
  • Excellent computer skills: MS Word, Excel, and Desktop Publishing. Proficiency in Excel preferred

Language Skills:

  • English fluency; French language capacity a plus

Working Environment:

  • Standard office work environment
  • Travel less than 15%
