CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary: The Program Manager will be a member of the IRC's Middle East Regional Unit and will be based in New York. S/he will report to the regional Program Officer and work closely with the regional Senior Program Manager in providing a range of administrative and programmatic HQ support services to country programs in the region. The Program Manager will work with the country office grants and finance staff, as well as the regional team, as necessary, to ensure timely and accurate grant reporting and maintain grant records. The Program Manager will also assist with new proposals as needed. The position may entail some limited field travel.

Major Responsibilities:

  • Review, edit, and provide substantive feedback on grant reports prior to donor submission and submit reports in a timely manner;
  • Maintain the region's grant filing system at HQ and detailed lists of the region's active grants by country, including reporting deadlines, and alert colleagues as appropriate;
  • Assist Program Officer in proposal/grant modifications and submissions, including liaising with various departments to obtain signed approvals and helping to complete proposal packages;
  • Work with Program Officer to ensure complete documentation is obtained for a variety of grant actions, and ensure reviews are completed in a timely manner and internal approvals are obtained;
  • Work with country office grants staff to ensure OTIS (internal web-based grants management system) is up to date;
  • Respond to day-to-day internal and external requests for information, draft content for internal or external use as needed.
  • Obtain Delegations of Authority, Powers of Attorney, and other documents as needed to facilitate field office operations;
  • Liaise with the Finance Department to process source code requests from the field and relay proper documentation back to the country programs;
  • Perform office administrative tasks and assist in organizing logistics and meetings for field staff visiting HQ as needed.

Job Requirements: The requirements should establish a baseline (minimum) for educational background, previous work experience, professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job.

  • Education: Bachelor's degree in a related field (Int'l Affairs, Public Policy, Social Work, etc.). Master's degree preferred.
  • Work Experience: Two to four years related non-profit work experience, preferably in the field of humanitarian aid and program management.
  • Demonstrated Skills and Competencies:

  • Experience working on awards issued by major humanitarian donors (e.g. BPRM, FFP, OFDA, UN, ECHO, DFID);

  • Excellent English writing and editing skills, experience writing project reports and other informational content;

  • Strong organizational and administrative skills, with a demonstrated ability to prioritize projects with attention to detail;

  • The ability to work independently and productively in a fast-paced environment with competing priorities;

  • Strong computer skills: MS Office and file sharing software;

  • Willingness to travel.

  • Language Skills: The working language for this position is English.
