The humanitarian situation in Libya has deteriorated since the 2014 civil war. 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aims to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. The IRC is conducting these activities in Misrata.
SCOPE OF WORK: The IRC seeks an emergency health specialist with significant humanitarian program start-up and management experience to lead the IRC's relatively new health program in Libya. The individual must have previous experience working in volatile environments that feature ongoing insurgencies and/or open conflict. The Emergency Health Coordinator will conduct needs assessments, design health interventions, contribute to funding proposals, hire and supervise health staff, develop technical trainings, and assist with representation. The Emergency Health Coordinator will report to the Country Director and be based in the IRC's Misrata field office with regular travel to the IRC's Tripoli administrative office and occasional travel to Tunis.
RESPONSIBILITIES:
- Lead the development and refinement of the IRC's emergency health strategy in Libya.
- Support the development of funding proposals, log frames, budgets, and work plans.
- Proactively develop relationships with humanitarian actors and government agencies in Tripoli, field locations, and Tunisia to ensure the program strategy is coordinated and complementary.
- Manage program implementation including staff recruitment, training, and supervision; medical supply procurement and inventory planning; and budget management.
- Select and implement appropriate monitoring and evaluation systems, and ensure consistent reporting and analysis of results to enhance program effectiveness and quality.
- Prepare high quality and timely donor and management reports on response activities and outputs.
- Attend technical working groups meetings and other coordination forums, and provide relevant updates and feedback to the Country Director.
REQUIREMENTS:
- Health professional with MD or MPH.
- At least 3 years relevant experience in emergency health program management with an NGO.
- Experience in health assessments, program design, and implementation.
- Experience in grant management, proposal writing, and budget development.
- Excellent computer skills, including Microsoft Excel and preferably Epi-Info/SPSS.
- Experience in collaborating with headquarters staff, as well as donor agencies, government officials, and other NGOs; the ability to work with a broad spectrum of people and represent the IRC.
- Experience in staff supervision, delegation, and capacity building.
- Fluency in Arabic and English.
