Job Title: Performance Evaluation Expert, HIV/AIDS

Department/Location: Washington D.C

Reports To: Evaluation Lead

Type: Regular Full-Time, 6 Months Consultancy

Overview: IBTCI seeks a Performance Evaluation HIV Expert to design and conduct the overall implementation of the Performance Evaluation of Global Health’s MEASURE Evaluation Phase IV. S/he will be responsible for design, implementation, data collection, data analysis, and report writing of the final report. USAID MEASURE IV seeks to understand how effective the project is in meeting key stakeholders needs, and if they are on track to achieve project targets; inform technical programming and project management for the second half of the Phase IV cooperative agreement; and advise future procurement needs.

Essential Duties/Tasks and Responsibilities:

· developing the performance evaluation design and implementation

· data collection and analysis

· ensuring that all deliverables are met in a timely manner

· preparing final report.

RequiredKnowledge, Skills and Abilities:

• Extensive experience conducting and managing performance evaluations

• Demonstrated expertise in Health Information Systems, Impact evaluations, Organization development/capacity building and Program design

• Proven experience working in global health with HIV/AIDS

• Knowledge and experience in global health with family planning, nutrition, and maternal and child health

• Demonstrated knowledge of health performance monitoring methodologies, tools and activities.

Minimum Requirements:

• Minimum of 6 years of international public health evaluation experience

• Demonstrated experience leading health sector evaluation/analytics, using both quantitative and qualitative methods

• Excellent skills in planning, facilitation, and consensus building

• Excellent organizational skills and ability to keep to a timeline

• Good writing skills, with extensive report writing experience

• Excellent communications, both oral and writing

• Working knowledge of French preferred

Education: Advanced degree in Public Health or a related field.

Working Environment: Office environment and field work.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position may include supervisory responsibilities.

Travel: The candidate is required to travel as required by the SOW.
