Background
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Summary
The Senior HR Officer is responsible for providing support to the various human resource functions of the Country Program. This includes managing recruitment, processing of the payroll and associated benefits and statutory obligations, maintaining HR records, supporting the performance management system and targeted learning and development initiatives as well as other HR projects.
Under the support of the Senior HR Manager, the Senior HR Officer will actively participate in development and roll out of global HR initiatives and review of local HR policies and procedures.
Major Responsibilities:
Work together with the Sr. HR Manager in the implementation of IRC's new Global HR Operating Policies and Procedures and ensure all HR activities are carried-out in adherence to these standards; carry-out regular field visits for dedicated HR support to field teams.
Partner with Sr.HR Manager to develop capacity of HR team
Coordinate and monitor contract renewals; all staff related entry and exit documentations upon hire and at exits after end of assignments.
Plan, conduct and track new employee orientation to ensure every new hire receives on-boarding/training and foster a positive attitude towards organizational objectives.
Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the schemes upon hire; delegate benefits administration as appropriate
Manage timely and accurate monthly payroll for the country program and train back up staff to manage this when absent.
In partnership with Sr. HR Manager, ensure strong performance management processes; follow up on all performance management evaluations ensuring that all new employees receive goals within 30 days and that this is done in a timely and professional manner. Correlate salary merit increments for payroll; and process Change of Status forms for all staff.
Maintain the HR data base (inclusive of the leave database, tracking of staff probationary periods, timesheets etc). Regularly update the personnel records filing system ensuring that information is filed in an orderly and timely manner.
Maintaining HR Software for the country program.
Focal Point-Turkish social security system with consultation of Accountant
Work with Sr. HR Manager to resolve specific employee relations issues with professional grace; as requested, lead investigations to resolve issues/conflict in the workplace.
Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct;
Job Requirements:
- University studies/ Higher education in Human Resources, Business administration or related field.
- 3 - 5 years of experience in human resources; Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.
- Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
- Strong project management, coordination interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.
- Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
- Excellent presentation and training skills
- Proven track record in developing capacity of staff
- The ability to work under pressure and with employees from all levels.
- Very strong proficiency in MS Word, Excel, and PowerPoint is required.
- Written and Spoken fluency in English and Arabic is required.
