IRC's Global Partnerships and Philanthropy (GPP) department is responsible for the global delivery of the International Rescue Committee's financial resources (currently circa USD750m per annum), and plays an important strategic role in the creation of its brand, awareness and support for its advocacy goals. The IRC's strategy centers on its ambition to continue to improve the scale and effectiveness of IRC programs worldwide with evidence of what works best to impact people's lives in conflict and fragile settings. GPP comprises colleagues and teams delivering government funding, marketing, account management, leadership gifts, board liaison, corporate partnerships and communications to support this work. These colleagues are primarily located in the USA & UK - but IRC plans to significantly expand its global fundraising footprint. Other colleagues within IRC are also engaged with private and government funding - in particular within Europe, USP and field - and we need to work in close integrated collaboration to ensure best use of resources and highest impact for IRC.
GPP has begun delivering a new radical and ambitious Private Sector Engagement strategy that will enhance IRC's ability to 'punch above its weight' in income and awareness. As part of this strategy, a portfolio of projects including strategic projects has been identified and will be implemented soon. Additional projects will also be conducted to improve our public sector fundraising.
Job Overview/Summary:
The Director, Planning & Partnerships will lead a newly formed project management team in GPP and serve as the key partner to program departments in understanding and building strategies to meet annual funding needs. S/he will be responsible for driving annual and project-level planning in the department. The Director will also provide oversight and guidance on the achievement of private & public sector fundraising strategic objectives through a portfolio of projects through his/her leadership of GPP;s project management team. In addition, s/he will be the primary GPP business relations partner working with the IRC's programmatic departments.
Reporting directly to the Vice President Strategic Growth, s/he will work in close active partnership with International Programs, US Programs, the broader GPP team, the IRC international offices and other key IRC departments such, IT, Finance, Communication, HR and Legal.
Major Responsibilities:
1 Planning and project management oversight
1 Designs and drives an annual departmental planning process, including project management tools and templates 2 Provides Project Management SME (Subject Matter Expertise) to leadership, and builds project management capacity within GPP 3 Oversees and ensures high quality project management (including project definition, workplan/budget/timeline development and management) led by project managers 4 Adapts the IRC project planning and project governance approach to GPP 5 Oversees the definition and monitoring of a portfolio of projects managed by Income and Engagement Board (IEB), as well as oversees operations related to the IEB
2 Partnerships
1 Works with IRC programmatic departments to establish clear, written, planned programs of work annually, including alignment on shared goals, priorities, capacities, and expectations for each other 2 Meets with each program department quarterly to mutually update on progress and changes to goals, priorities, capacities, and expectations
3 Staff and team management
1 Manages a team of Project Managers directly supporting the projects and a Portfolio & Project Management Coordinator responsible for coordinating the IEB 2 Provides professional development and training to direct reports

Job Requirements:
Education : Master's Degree or equivalent experience
Work Experience:
- Experience working with partners across multiple functions, departments, and locations
- Extensive Portfolio and Project Management experience
- Must have proven track record of successful delivery in a PMO (Project Management Office) or Portfolio Manager role within a complex organization
- Must have proven track record of successful delivery in a Project Manager role for key strategic projects
- Experience in organizational problem solving, high performance management in complex but low resource organizations
- Strong experience in managing a team
Demonstrated Skills and Competencies :
- Experienced manager, highly knowledgeable about project management methodology
- Excellent analytical, conceptual and communication skills
- Strong interpersonal and negotiation skills with proven experience in relationship management with stakeholders
