BACKGROUND
The humanitarian situation in Libya has deteriorated since the 2014 civil war. 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aimed to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. At present, the IRC is conducting health and protection activities in Misrata, and planning to expand to Sirte and Tripoli by setting up Mobile Health and Protection Teams.
POSITION SUMMARY
The Deputy Director for Programs plays a leading role in ensuring overall program quality and impact. The DDP also ensures that programs are evidence and needs driven, monitored closely and funded appropriately. Reporting to the Country Director and a member of the Senior Management Team, the DDP supervises a team of technical program coordinators, grants, M&E and advocacy/comms.
SPECIFIC RESPONSIBILITIES
Leadership and Representation
- Provide leadership and supervisory management for programs in Libya, including mobilization and stewardship of resources, program quality and accountability.
- Participate actively in country program management, coordination, and strategy meetings with other members of the senior management team.
- Actively engage with donors, partner agencies, and the humanitarian community in Libya to ensure IRC is strongly represented in coordination and advocacy efforts.
- Actively liaise with IRC programs in the West Africa, Europe and North Africa Regions and the regional team to maximize synergies and application of best practice across the ENA.
- Act as Country Director, when the CD is out.
Strategic Direction, Program Quality and Growth
- Lead the Strategic Action Plan process for Libya mission, including health, protection, and economic development.
- Further develop IRC Libya's funding strategy in line with the operational budget and sector specific SAP.
- Provide cohesive leadership to IRC's program teams in Libya, ensuring that priorities and opportunities identified are in line with and contribute to achievement of IRC's objectives for the ENA region and the Libya Strategic Action Plan.
- Provide guidance to the program team regarding tools and strategies to ensure that programming is evidence based, a thorough understanding of the context, and technical best practices.
- Work with colleagues in country program, region and HQ to identify funding opportunities and develop competitive, responsive proposals that meet internal standards, apply IRC's global strategy and are donor compliant; meet with donors to discuss current and potential funding opportunities.
- Work closely with in country technical staff and HQ Technical Support Units to ensure quality of programming.
Staff Performance Management and Development
- Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, establishing a supportive environment while emphasizing accountability, providing regular and timely constructive performance feedback, and leading documented semi-annual performance reviews.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Promote and monitor staff care and well-being. Model healthy work-life balance practices.
Grant Monitoring & Partner Management
- Support Program Coordinators and M&E Manager to develop, adapt and implement appropriate M&E systems that enhance program effectiveness and quality.
- Working with the Program Coordinators, ensure appropriate and timely grant implementation follow up in line with IRC quality standards and donor rules and regulations.
- Working with Program Coordinators to ensure spending to achieve program goals, including procurement, use and distribution of supplies and resources.
Supervisory Responsibilities
Direct reports including the Health Coordinator, Protection Coordinator, M&E Manager, Grants Manager, Advocacy/Comms officer, compliance officer.
Key Working Relationships
Internal : Country Director; Libya Senior Management Team (DDO, FCs, Security Coordinator, Finance Controller, Senior HR Manager); ENA regional team; HQ staff in various departments
External : Public and private donor agencies, international and national NGOs, UN agencies, partner organizations, foreign governments.

Requirements
- Graduate degree in a relevant field preferred.
- At least 5 years of progressively responsible professional experience managing complex humanitarian programming. Previous experience in an emergency or conflict-afflicted setting is required.
- Strong familiarity with IRC Libya's core programming areas Libya including Health and Protection.
- Demonstrated successful leadership experience managing a multi-disciplinary teams and cross-cultural dynamics.
- Extensive representation and fundraising success, including prior experience with European donors. Experience with managing a multi sectoral, multi donor, high value portfolio.
- Superior diplomatic and coordination skills are essential, both for internal coordination and for working with key stakeholders.
- Demonstrated ability for rapid, accurate analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies.
- Strong oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
- Strong commitment to IRC's vision, mission and core values.
- Fluency in spoken and written English.
This position is based in Tunis with 30% travel to Libya. The role is partially accompanied with private accommodation.
