Background:
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1800 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary:
The ERD Regional Coordinator, under the direct supervision of the Sr. Technical Advisor - Enterprise Development and Employment and the Deputy Regional Director for the Middle East, will be responsible for providing operational and programmatic technical support to ensure the effective and successful design, implementation, and monitoring & evaluation of all Syria ERD programming. Across Syria, the ERD Regional Coordinator will work to ensure harmonized approaches and address common implementation and quality challenges for cash transfer programs. The ERD Regional Coordinator will also provide mentoring and coaching to support the consolidation of North and South ERD programming and for Amman based staff to assume management responsibilities for all North programming.
Major Responsibilities:
Cash Technical Support and Coordination (50%) first 3 months and then (100%) after 3 months
- In coordination with Sr. TA - Enterprise Development and Employment as well as other relevant ERD TU staff provide ongoing technical support focused on implementation of cash and livelihoods programming inside Syria
- Support the coordination of activities and development of best practices lessons/learned (using program data) for Syria cash and livelihoods programing
- Working with cross border country M&E teams, coordinate the joint analysis of specific monitoring and evaluation data that would support program learning
- Along with the Sr. TA - Enterprise Development and Employment support the development and maintenance of a coherent ERD strategy across IRC's areas of intervention in Syria in collaboration with the relevant sectors and departments
- Support the coordination and streamlining of cash and livelihoods tools including SOPs, data collection and analysis and digital payment systems, coordinating with and using ERD TU best practices for inside Syria programming
- Liaise with and orient relevant regional staff (finance, supply chain etc) to support cash implementation and provide capacity building and training opportunities to key staff.
- With support from ERD TU (Cash TAs) update Syria management on relevant global cash initiatives ensuring feedback on processes to ERD TU
- Support navigation and implementation of donor due diligence requirements for ERD inside Syria programming
- Serve as technical focal point for the Syria Resilience Consortium with support from Sr. TA - Enterprise Development and Employment
Staff Management and Development
- Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
- Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
- As part of succession plan and consolidation goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment
- Provide constructive feedback and counsel on appropriate career paths and professional development.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Offer leadership support for successful adherence by staff to IRC's Global HR Operating Policies and Procedures.

Job Requirements:
Education:
- Bachelor's degree in business administration, international development, or a related field; Masters Degree is a plus
Work Experience:
- Minimum of 3-5 years of experience working in the humanitarian sector with an international NGO or UN agency, preferably focusing on grants management or economic recovery and development programs
- Demonstrated experience managing budgets, developing proposals, coordinating inputs from partners/sectors, reporting and compliance
- Experience leading and coordinating activities across a range of organizations, e.g. at the U.N. cluster level, or coordinating the work of local partners organizations
- Experience managing projects and budgets of at least $1 million USD
Demonstrated Skills and Competencies:
- Technical knowledge in livelihoods programming areas preferred (e.g. employment, self-employment, microenterprise, cash-based response, cash for work, market recovery, agricultural livelihoods, etc.)
- Demonstrated capacity to coordinate activities across multiple INGOs or sectors
- Strong understanding of humanitarian principles and of inclusive-livelihoods programming
- Proven successful experience training, mentoring, coaching and developing staff
- Strong project management skills, ability to keep one's self and others organized
- Excellent written and verbal communication skills, able to articulate clearly and concisely
- Strong ability to facilitate discussions, lead meetings, and coordinate amongst partner organizations
- Excellent organizational and time management skills
- Experience setting up and using detailed project work plans
- Self-starter, able to identify problems or issues and develop and implement solutions
- Experience to work remotely with colleagues from multiple hubs
Language Skills:
- Fluent in English, Arabic a plus
Working Environment:
The ERD Regional Coordinator will work from the office in Amman with regular travel to other areas in the region. When travelling outside the duty station (Amman), transportation, accommodation and per diem will be provided by IRC.
