The Awards Management Unit (AMU)

Established in January 2016, the Global Awards Management Unit (AMU) is a global unit spanning New York, Washington DC, London, Nairobi and Amman. It has responsibility for identifying, securing and managing all funding from statutory donors.

The Global Awards Management Unit (AMU) reports into the GPP Team and is responsible for developing and delivering a field facing structure that efficiently covers the entire awards management cycle at IRC from concept to close out. This unit will bring together teams throughout the entire organization that support all stages of grants and contracts working on pre- and post-award issues for all restricted funding from global government sources. The unit operates within a matrix management system across the teams in the US and the UK, driving functional integration between all relevant units and staff, in collaboration with the Vice President of the AMU and the Vice President for Europe in relation to overarching issues with European donors. The matrix management structure ensures that AMU staff support the Europe strategy and support the Vice President for Europe in pursuit of new opportunities.

The Unit is organized in to five directorates:

  • Program Development. Responsible for securing statutory funding for new projects and major extensions to existing ones
  • Grants Management and Frameworks. Responsible for tracking and reporting work currently under management
  • Donor Compliance. Responsible for ensuring that IRC's systems and processes ensure compliance with donor regulations
  • Donor Relations and Analytics (in which this position resides). Responsible for donor relations, data management and information systems
  • Learning and Training. Responsible for training field and HQ staff on essential aspects of awards management.

The Purpose of the Role

IRC is currently engaged in a project to implement an Enterprise Resource Planning (ERP) Management system across Finance, Supply Chain and Grants Management functions in all IRC locations. This project will retire a number of existing systems, bringing them in to a cloud based Microsoft Dynamics 365 environment. As one of the five "business owners" (alongside Finance, Supply Chain, International Program and US Programs), the Awards Management Unit has a key strategic interest in the scope, direction, design and rollout of this system.

The ERP Functional Lead: Awards Management organizes and coordinates the Grants Functional work stream for the ERP project. The Lead works to ensure that the new ERP system is effectively addressing the IRC's functional and business process needs from a grants management perspective. This involves close participation as a core ERP team member in the functional analysis, system and process design, initial piloting and full deployment of the system, and training for pilot users from grants teams. The team lead ensures that appropriate HQ and field stakeholders are effectively engaged on the project, involving them in decision-making and working to create buy-in to potential transformational changes.

Major Responsibilities:

ERP Project Work (80%)

Functional Design/Build/Prototype

  • Lead Microsoft D365 design for Grants functionality and reporting requirements
  • Lead mapping of future state business processes relating to grants management
  • Ensure approved business requirements are mapped to design components
  • Provide guidance in data conversion and 3rd party interface functional design, including documentation
  • Participate in data cleansing and preparation activities
  • Help to create User Acceptance Test (UAT) Scripts and map back to each business requirement
  • Provide input into in change management and communications plans for Grants users
  • Test prototypes developed; provide design feedback and validate traceability to AMU/Grants requirements

Test

  • Participate in data conversion activities and validate conversion test results
  • Supervise the execution of User Acceptance Testing and documentation of results
  • Participate in change management, communications and training activities
  • Contribute to pilot training deliverables and pilot communications and change management

Pilot/Deploy

  • Contribute to updates for final training deliverables and pilot communications and change management
  • Update design, testing, training, etc., including all documentation, as a result of pilot feedback
  • Additional activities will be defined as part of the training and deployment plans

Other AMU Data Management (20%)

During periods of low or no ERP activity, support the Senior Research and Data Analyst in efforts to improve pipeline and portfolio level data at IRC. To include;

  • Data quality auditing of OTIS system, including following up on corrective actions with other departments
  • Delivery of training to new/existing OTIS users

  • ERP Training Team: IT Training Manager
  • Field Grants Management Teams (Global): Grants Coordinators and Deputy Directors for Programs

Job Requirements:

Education: Bachelors Degree in related field; Masters Degree desired

  • 6-8 years work experience
  • Substantial knowledge of grants management processes and needs at IRC, preferably both field and HQ based.
  • Excellent verbal communication skills, including facilitating group workshops, both in person and online
  • Strong written communication skills, including producing and reviewing complex documents for audiences of differing levels of seniority, expertise and knowledge of the project.
  • Experience of working cross-functionally, especially with IT, Finance and Supply Chain teams

Desirable skills and competencies:

  • Experience of change management, especially rolling out new systems and processes, an advantage
  • Understanding of IRC finance and supply chain processes an advantage
  • Understanding of ERP or other grants, finance or supply chain IT systems an advantage
  • Experience of large IT projects an advantage
  • Experience of working in formal project management environment
  • IRC experience preferred

Working Environment: Standard office work environment, with travel as needed to regional offices. Estimated 10% time.
