COUNTRY BACKGROUND:

Yemen is the poorest country in the Arab world and has been plagued with internal conflicts in recent years. The humanitarian conditions in Yemen deteriorated rapidly since 26 March 2015 with the beginning of Saudi-led air campaign to stop the expansion of Houthi militias and their supporters towards the south of the country. Currently, an estimated of 80% of the population lack access to safe water or sanitation; 12.5 million people are food insecure, of whom about 6 million are severely food insecure; 1.6 million people are suffering from acute malnutrition; and about 8.4 million people are in need of health services.

The IRC began its Health, Nutrition and Waster, Sanitation and Hygiene (WASH) programs in response to the impact of conflicts in Abyan and Aden Governorates in October 2012. Health interventions are aimed at increasing access to curative and preventive health services; while the nutrition intervention is to ensure children under five have access to inpatient and outpatient treatment for severe and moderate acute malnutrition. WASH interventions are aimed at reducing the risk and spread of environmental health related diseases, including provision of safe and dignified access to improved water supply and sanitation facilities to disaster affected communities and health facilities; the promotion of safe hygiene practices and the strengthening of community institutions, including health facilities to support and sustain WASH services. To address the recent and ongoing conflict, the IRC has initiated emergency Health and WASH interventions to war affected populations, IDPs and host families. In November 2015, IRC initiated protection mainstreaming activities within health, nutrition, and WASH programming. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen.The IRC leads the way from harm to home. IRC Yemen seeks a Deputy Finance Controller as part of the senior management team to assure internal control systems are adhered to.

SCOPE OF WORK: The Deputy Finance Controller assists the Country Office Finance Controller by managing the day-to-day operations of the accounting unit. At the discretion of the Country Director the Deputy Finance Controller will assume some or all of the Controller responsibilities when the FC is absent.

OVERALL RESPONSIBILITIES:

The Deputy Finance Controller is responsible for managing Aden field office and sub-field offices finance and account functions and will ensure that the day-to-day accounting operations and financial management functions are performed in accordance with IRC and country office policy and procedures. Specific responsibilities within each functional area are as follows:

Field Office Finance Management:

  • Manage all aspects of day to day operations of accounting department of the Aden office
  • Implement all finance policies, procedures and systems in the field office and sub-field offices
  • Promptly inform the Finance Controller of any areas of concern of potential or suspected violations of policies and procedures.

  • Review payment requests for complete supporting documents as per procurement SOPs.

  • Ensure internal control procedures are followed for all cash disbursements, receipts and transfers

  • Liaise with bank officials to resolve problems or facilitate improved service

  • Preparation of cash forecasts and CTR for the South Yemen program and submit to the Controller

  • Monitor cash usage and requirements and advises the Finance Controller of the cash needs.

  • Ensure proper review and timely submission of field office spreadsheets to Sana'a for upload.

  • Prepare and circulate monthly Salary Map at the first working day of the month.

  • Review monthly national staff payroll ensuring standard financial controls are maintained.

  • Ensure payroll reports and cash is distributed to the required locations in time for all staff to be paid by the last day of the month

  • Prepare the necessary payroll related accounting entries including salary allocations

  • Conduct regular timesheets audit to ensure consistent adherence

  • Liaise with the legal advisor and local government to ensure compliance with national tax and labor regulations

  • Supervise or prepare balance sheet reconciliation's for all accounts on a timely basis

  • Ensure discrepancies are brought to the attention of the FC and that appropriate action is taken.

Budgeting and Reporting:

  • Work with program staff to prepare proposal budgets and realignments to ensure adequate coverage of country operating costs and HQ costs
  • Prepare the Field office operating budgets and update on quarterly base and as changes happen.
  • Assisting in the preparation and maintenance of the country's Operating Budget to ensure data is complete and maintained on a timely basis
  • Prepare budget vouchers as grants are approved and ensure timely posting to Sunsystems
  • Work with program staff to update grant spending plans on the online Budget Versus Actual (BVA)
  • Regularly review the BVA reports identify possible under/over spending and compliance issues
  • Prepare draft donor reports for review by the Finance Controller
  • Identification of procedural or training issues to be addressed to improve the quality reporting

Staff Training and Field Support:

  • Act as the primary liaison for the field office finance staff for policy or procedure questions
  • Provide training to finance staff on IRC accounting procedures and requirements, assists the Field Coordinators and program staff in finance related issues and activities
  • Review of financial data submitted by the field to identify weaknesses or problems being encountered by field finance staff and recommend corrective action.
  • In conjunction with the Finance Controller developing or revising policy and procedures and assists in the implementation.

Internal Audit

  • Conduct internal audit activities as required by the Finance Controller
  • Review the controls and monitor the compliance with established procedures.
  • Prepare written reports, for Finance Controller review, which identify key issues and provide recommendations for improving control processes or procedures

Other duties/responsibilities:

  • Ensure the completeness of the grants financial documentation of the centralized grant filing system.

  • Perform other duties, as appropriate or requested by Deputy Finance Controller.

Key Working Relationships:

Financial Controller, Country Office Finance, Field Coordinator, Grants and Program Staff.

QUALIFICATIONS

Education:

Bachelor's degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).

Experience:

  • Minimum of three (3) years of accounting experience and one (1) year direct supervisory experience.
  • Experienced with various PC and financial related software (spreadsheets, accounting packages).

SKILLS AND ABILITIES:

  • Good written and verbal communication skills in the English language
  • Arabic language skills a preferred
  • Must be able to function comfortably in a loosely structured but complex work environment, working and prioritizing multiple tasks.
  • Comfortable making decisions.
  • Good supervisory, time management and interpersonal skills

Personal specifications

  • Ability to work in unstable security environment and abide with the security policies.
  • Ability to work under pressure, long work hours, and high workload.
  • Ability to independently organize work and prioritize tasks.
  • Self-motivated, honest, highly responsible, and punctual.
  • Ability to work both independently and as part of a team.

Work Environment

Security level orange, insecure environment high criminality, presence of armed troops, open fighting and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states. The situation in Aden is tense at the moment and remains unpredictable.

Housing

Lodging in Aden is in a private bedroom, with a shared bathroom, in a shared IRC guesthouse. In sub field locations and head office, accommodation similar to the Aden field office. All IRC sites have electricity and internet all day through. Food is the individual's responsibility.
