Project Summary
IBTCI is currently seeking chief of party candidates for a global health project funded by the United States Agency for International Development/West Africa (USAID/WA) which serves 21 countries in west and central Africa. USAID/West Africa’s Evidence for Development (E4D) activity is a five-year initiative focusing on capacity building in operations research and evaluation of family planning and HIV/AIDS programs in six Francophone West African countries. E4D is partnered with local organizations to build their organizational and individual capacity in the design, implementation, and dissemination of research and evaluation studies. Candidates should possess a successful track record as in in managing large, long-term development projects at the field level which that are funded by the US government, preferably USAID, in Francophone countries.

This position is full-time and based in Accra, Ghana.
Position Responsibilities
· Provide overall vision, leadership, and guidance for the project internally with project staff and externally with the U.S. Government, host-country governments, other donors, and stakeholders.
· Responsible for overall project management and technical operations to ensure that the project tasks are completed on time and the objectives of the project are successfully met.
· Lead IBTCI’s team and serve as the primary point of contact with the U.S. Government regarding day-to-day project implementation and management matters relating to the project contract.
· Overall responsibility for assuring that all assistance provided under the contract, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed.
· Manage and supervise the work of all experts/personnel provided under the contract.
· Serve as the primary point of contact for information on the progress and current status of all activities under the project contract and establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
· Manage the preparation and presentation of proposed project implementation plans and all reports.
· Provide management support and technical oversight for project activities.
· Coordinate and collaborate with donor clients, implementing partners, and stakeholders.
· Ensure efficient and effective performance on all aspects of the project, overseeing all quality assurance, control, and reporting.
· Interact professionally with senior U.S. Government staff, implementing partners, and government officials.
· Provide overall leadership and strategic direction for the project.
· Adhere to U.S. Government, IBTCI, and local government rules, regulations, and standard operating procedures.
· Deliver high-quality outputs in accordance with the agreed work plan and timeframe.
· Manage financial and administrative resources.
Minimum Qualifications
Include, but are not limited to;
· At least 15 years of experience successfully managing complex international public health programs.
· Previous management of implementation, logistics, budget, and staffing on projects funded by the U.S. Government or other international donors in Africa, ideally in francophone West Africa.
· Master’s degree in Public Health or related field required; an advanced degree a plus.
· Demonstrated ability in the concepts, principles, methods, and techniques of delivering public health programs for family planning, HIV/AIDS, and maternal and child health.
· Demonstrated skills in effectively negotiating with host-country governments and regional institutions, donors, UN agencies, other U.S. Government projects, local organizations, and partners.
· Ability to successfully manage and develop staff in a multi-country setting as demonstrated by past experience.
· Ability to manage contracts and all required reporting requirements.
· Ability to perform internal control functions to manage day-to-day project operations.
· Ability to articulate effectively in verbally and in writing.
· Fluency in speaking, reading, and writing both English and French.
