Philippines: Collaborating, Learning and Adapting (CLA) Director/Chief of Party (COP)

International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over two hundred projects. IBTCI serves government agencies, private sector companies, and several donor agencies. IBTCI specializes in Monitoring & Evaluation (M&E) across many areas including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.

Proposal Objective:
IBTCI is currently in the process of preparing a response to USAID/Philippines CLA Activity that will serve as the primary technical support mechanism for monitoring, evaluation, learning and adaptive management of the Health Project of USAID/Philippines. As such, it will provide in-country technical assistance, advisory service, capacity-building and related logistical support to USAID/Philippines Office of Health for monitoring project activities; conducting performance and/or impact evaluations and limited implementation research; systematically documenting evidence of results/impact of good practices and promising interventions from current and new tuberculosis and family planning activities; undertaking selected secondary analyses of data from major health surveys/studies; and facilitating continuous learning and adaptive management for the Health Project and its various implementing mechanisms.

IBTCI is seeking a CLA Director/COP to manage and coordinate USAID/Philippines CLA Activity and serve as the primary person responsible for ensuring the effective and efficient performance of all aspects of this Contract, including Contract oversight. The period of performance for this activity is 4-5 years and will be based in Manila, Philippines. The position is contingent upon successful contract award

Essential Duties/Tasks and Responsibilities:

  • Maintain acceptable standards of quality for all assigned tasks and expected deliverables, including all required reports;
  • Lead and coordinate all activities;
  • Manage all staff;
  • Serve as the main point of contact between USAID and the Contractor;
  • Act as the Principal Investigator for the baseline and major performance evaluations (e.g., performance evaluations of the TB and FP/MCH portfolios) expected under this Contract.

Required Knowledge, Skills, and Abilities:

  • Demonstrated skills in effectively working with international development stakeholders, including USAID, IPs, host governments, regional institutions, other donors, and local organizations;
  • Ability to manage and contribute to the professional growth of staff in a multi-cultural setting;
  • Capable of high-level analysis and strategic planning for the Mission’s senior management
  • Excellent written, oral and presentation skills;
  • Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society, and private sector, host country government counterparts, and other implementing partners in developing countries.

Minimum Requirements:

  • At least ten (10) years of work experience in designing, implementing and managing complex monitoring, performance and impact evaluations, and implementation research activities in/for developing countries;
  • At least five of the ten years shall be in a supervisory or management capacity that includes providing technical and administrative oversight of subcontractors in a multicultural setting;
  • Previous experience leading, as principal investigator, at least three significant evaluation activities in the past five years that are of comparable size, scale, duration, nature, and complexity of similar activities proposed in the RFTOP;
  • Demonstrated experience with quantitative and qualitative data collection, management and analysis with a strong statistical background;
  • Strong project management and monitoring and evaluation experience;
  • Expertise in a mix of the above-indicated skills areas are highly preferred.

Education: Master of Science degree or higher in management, public health, international development, social science, statistics, economics, health systems or a related field required.

Working Environment: Will be performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel required.
