Background/IRC Summary: The mission of the International Rescue Committee (IRC) is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. The Violence, Prevention and Response Unit (VPRU) implements programming that prevents violence against women, children, especially girls, and other vulnerable groups, and responds to it when it does occur. The VPRU has three areas of specialization: Women's Protection & Empowerment, Child Protection, and Protection & Rule of Law.
Job Overview/Summary: The IRC has developed an internal VPRU guidance document for Community-Based Protection (CBP) programs. This guidance outlines the theoretical rationale and evidence base for CBP, and identifies 7 key elements for setting up a CBP program. Each key element is accompanied by key steps and both internally and externally developed tools. They key elements are: Understanding the context, Community engagement and mobilization, Community-based protection analysis, Community-based protection strategy development, Community protective actions, Linking to external protective actions, Supporting communities to monitor the results of their actions.The CBP Guidance was developed within the Protection & Rule of Law area of specialization of the VPRU. IRC has received funding to adapt this guidance to community-based programming in the sectors of Women's Protection & Empowerment and Child Protection, and to roll it out with national partners (i.e. local NGOs). National partners will receive a cash fund to implement the key elements. The consultant will be responsible for remote support and supervision of that fund.
Major Responsibilities: Key Deliverables of this position
1 CBP Guidance Document Updated, Finalized, and Launched 2 At least 8 national partners trained on CBP and supported to implement funded action plans. 3 Final Report summarizing field reports, national partner implementation of CBP activities, and lessons learned on CBP as a tool to promote localization of Protection.
Key Tasks within this position
1 Work with relevant focal points from Protection & Rule of Law (ProL), Women's Protection & Empowerment (WPE), and Child Protection (CP), and adapt the existing CBP Guidance to address the specific needs of each work stream. 2 Conduct a scoping study with existing national partners (i.e. local NGOs) to understand existing practice on CBP. 3 Conduct capacity strengthening (organizational and technical) of at least 8 national protection actors on community-based approaches (across at least 3 countries). Support 8 national protection actors to develop CBP action plans, and mentor/support them to implement those actions. Management of a fund destined for 8 national protection actors (up to 8500 USD per partner). 4 Coordinate with other "community-based" and "localization" programs of the VPRU to ensure coherence of approaches and streamlined support to countries and partners. 5 Lead three 1-day global information sharing events (e.g. InterAction, Global Protection Cluster - via webinar) on sharing lessons learned about strengthening the capacities of local actors on CBP. 6 Possible countries: South Sudan, Yemen, Nigeria, Philippines, Syria (XB from Turkey or Jordan), Myanmar, DRC
Key Working Relationships: Position Reports to: Senior Technical Advisor (Strategic Initiatives) - Risk Mitigation & Inclusion Position directly supervises: N/A Indirect Reporting: N/A Other Internal and/or external contacts: Internal: The position sits within the Violence Prevention & Response Unit's "Strategic Initiatives" team. The position will need to pro-actively reach out to and coordination with the "Country Support" team and colleagues therein. The position will also be expected to participation in periodic VPRU meetings and briefings. External: The IRC in Geneva works closely with the Global Protection Cluster and other global inter-agency or NGO coordination bodies. The position will be expected to participate in periodic meetings and briefings.
Minimum Qualifications Job Requirements:
- Master's Degree or above (Law, Human Rights, Humanitarian Programming, Political Science, or related)
- 4-8 years of experience in protection and/or human-rights related programming.
- At least 3 years of experience implementing community-based approaches in humanitarian contexts
- Broad experience in the field of protection
- Demonstrated training experience
Strongly Desirable:
Specific experience in Gender-Based Violence prevention and response and Child Protection
Experience working with the cluster system
French proficiency
Working Environment: The position is part time (60% - 3 Days per week) based in Geneva, Switzerland. Some months will require more than 60% work (e.g. when travel is required), whereas others will require less. The IRC will show flexibility in terms of work/compensation days as well as work location (e.g. working from home). The same flexibility is expected from the candidate for this position.
