SCOPE OF WORK The Regional Program Coordinator will report to the Deputy Regional Director for Programs and support her in developing and managing IRC's regional program portfolio for Europe. The Europe and North Africa region was recently established in response to the global displacement crisis impacting Europe & the Mediterranean area and state failure in North Africa.
The position will be based in Belgrade. This is an unaccompanied post.
Key Responsibilities Strategy
- Support the DRDP and the RD in operationalizing the Europe Road Map Implementation Plan, acting as a focal point for designated leads in other IRC departments and coordinating work and workshop planning for the region.
- On request, provide support in the development and review of country-level strategy action plans (Greece and Germany) and light response plans (Italy and France).
Programs and Partnership
- On request, coordinate the high quality and timely submission of regional funding proposals including the development of timelines, coordinating technical and financial input, writing, editing and formatting proposal documents, and liaison with HQ on approval and submission processes.
- Provide support to the regional Refugee Info project, assisting the Europe regional project lead with budget and work plan management, expansion strategy planning and other tasks as needed.
- Engage with colleagues from the region and from US Programs to further collective planning to develop IRC's portfolio on integration in Europe - particularly on early integration (resettlement/reception services), building on the EURITA project.
- Provide cover for some of the Regional Partnership Coordinator responsibilities while on maternity leave - furthering her work to position the IRC as the partner of choice amongst civil society, government organizations, and identify new partner organizations and build new relationships to further the objectives of the Road Map.

Minimum Qualifications QUALIFICATIONS AND EXPERIENCE
- University degree in related field or equivalent experience.
- At least four years of professional experience delivering programs in a humanitarian and/or resettlement context.
- Experience with programs seeking to improve outcomes in economic wellbeing, safety / protection, or education.
- Demonstrated creativity, ability to apply innovative thinking and problem-solving skills;
- Excellent analytical, presentation, communication and reporting skills;
- Experience overseeing grants or program administration. Diverse geographical professional experience preferred.
- Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
- Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.
- Experience developing, resourcing and leading budgets, and complex projects spanning multiple technical specialties.
- Excellent verbal and written English skills. French or Arabic language skills advantageous.
Other Information: This position is based in Belgrade and will require up to 50% of time spent traveling within the region.
