BACKGROUND TO IRC
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure. In response to the influx of refugees in Greece, The IRC Hellas has been working in Lesvos since June 2015 and in Northern Greece and Athens since March 2016, providing support to refugees.
SCOPE OF WORK
IRC is closely cooperating with the Municipality of Athens and supports its efforts to develop an Emergency Preparedness Plan (EPREP) for responding to potential future refugee/migrant influx.
In 2017, the Municipality of Athens developed a coordination mechanism (ACCMR - Migration and Refugees Coordination Center & Observatory) in order to manage the current situation. Several Working Groups are established under this mechanism, including the emergency preparedness sub-group. UNHCR chairs the sub-working group and its members are the Resilience Office of the Athens Municipality, the ACCMR, UNHCR and IRC.
The EPREP consultant will be part of the ACCMR team and will work closely with the members of the EPREP sub-working group in order to develop the Emergency Preparedness Plan for the City of Athens. S/he will be linked with the IRC Deputy Director of Programs and the Field Coordinator in Athens for coordination purposes.
DESCRIPTION OF DUTIES
· Cooperate closely with the Athens Municipality team and the IRC country team
· Liaise with the different departments within the Municipality, Government, NGOs and other relevant actors
· Participate in the EPREP working group and other coordination mechanisms as required for the development of the EPREP plan
· Consolidate the existing mapping of the resources and assets within the City of Athens to be utilized in case of emergency
· Organize meetings and workshops as required to develop the EPREP plan
· Contribute in the identification of the key stakeholders and departments at municipal and national level that should be engaged in the development of the EPREP plan.
· Draft, organize the review of, and finalize the EPREP plan for submission to the Municipality of Athens
· Train relevant Municipal and affiliate agencies members on the EPREP
DELIVERABLES
The Emergency Preparedness plan for the Municipality of Athens including:
- Methodology of the EPREP development
- Context analysis and risk analysis
- The mapping of resources and assets within the City of Athens to be utilized in case of emergency
- Assessment the urban governance structure and ability of private and civil society stakeholders to prepare for, respond to, and recover from future displacement crises
- Set up of data gathering and situational monitoring system
- Outline of different emergency scenarios and the response plan as defined through a workshop with relevant stakeholders
- Community engagement plan
- Identified potential key growth areas and ways of directing growth to those areas so that the inflows do not create tensions over strained resources (particularly housing) or overpopulation.
- Risk mapping and risk reduction mechanism
- Final EPREP plan
PROFILE
- Extensive experience in Emergency Response/Humanitarian emergencies and/or disaster risk reduction programming
- Experience in creating Emergency Preparedness plans for local governments or other large scale plans
- Experience in working with public or local government partners
- Excellent communication and negotiation skills
- Knowledge of the Greek context highly preferable
- Knowledge of the City of Athens highly preferable
- Excellent English verbal and written skills; knowledge of Greek preferable
WORK ENVIRONMENT
This position will be based in Athens, Greece.
LENGTH OF PROJECT
Three months, starting from mid-November 2017 until mid-February 2018.
