Job Description
The IRCs Emergency Unit (EU) and Emergency Response Team (ERT) The IRCs Emergency Unit (EU) leads or oversees IRCs global emergency preparedness and response activities. The mission of the EU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services. The EU is also charged with enhancing the IRCs global and country level emergency preparedness capacity. While the IRC's fulltime Emergency Response Team (ERT) is a standing team of specialized professionals ready to deploy to an emergency within 72 hours, the ERT is supplemented by personnel drawn from the IRCs Emergency Internal and External Rosters.
Job Overview/Summary: External Emergency Roster Staff are deployed to support either existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC's on-site humanitarian response to meet the immediate needs of the affected population. Response personnel are also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.
Emergency Education EER members are expected to rapidly and effectively design, develop and manage IRC's on-site humanitarian response to meet the immediate needs of children. This may be through the establishment of Safe Healing and Learning Spaces, support and training to local schools to absorb additional children and promote their safety and well-being, or supporting local actors to rapidly set up community led and managed education services. While this role leads on education, close collaboration with child protection is expected in order to meet children's needs in a holistic manner. EER members are responsible for identification of funding opportunities and proposal development; technical oversight of programming; staff recruitment, management and capacity building; and development of local partner relations.
Major Responsibilities: Emergency Response
- Ensure high quality and timely assessments of the humanitarian needs and provide prioritized recommendations for program interventions to the ERT Field Director/emergency lead
- Design program responses and strategy, including geographic areas of intervention, in coordination with internal and external actors
- Draft technical proposals and budgets for international donors, work in close collaboration with IRC grants and finance staff to finalize proposals and respond to any requests for additional information
- Manage grant/program implementation including staff recruitment and training, workplan development, procurement and inventory planning, and budget management;
- Prepare high quality and timely donor and management reports on grants and sector activities
- Select and implement appropriate monitoring systems ; ensure consistent reporting and analysis of results to enhance program effectiveness and quality
- Ensure compliance with IRC policy and procedures throughout the program team and activities
- Represent and coordinate with other agencies, local government , donors and other stakeholders to promote deliver of best practice humanitarian assistance
- Support media and communications activities as requested by the ERT Field Director/CD/in-county emergency lead.
- Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program monitoring data and staff performance information
Qualifications Education: University degree, and technical accreditation or equivalent Work Experience: 6+ years experience developing and managing technical projects including 3 years in emergency/conflict areas
Demonstrated Skills and Competencies:
- Ability to commit to deployment within 72 hours of notification of assignment for a minimum of 6 and up to 12 weeks
- Demonstrated skills in effectively managing and building programs and/or operations in high-pressure, fluid environments. Leadership and team management skills are essential.
- Prior success managing in an emergency environment and/or start-up environment as part of a multinational team
- Excellent capability to represent the IRC in forums in emergency settings and excellent communication skills including the ability to deliver presentations to professional, lay and donor audiences;
- Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports;
- Effective people and program management skills in acute emergency contexts: the ability to train, lead and manage staff productively under stressful circumstances;
- Flexible work attitude: Be flexible and yet focused & reliable in an environment of changing demands;
- Good computer skills: facility with MS Word, Excel, and email/internet software.
- Multi-lingual skills advantageous - with priority placed on Arabic.
Language Skills: French and/or Arabic preferred
