BACKGROUND
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.
In response to the influx of refugees in Greece, the IRC Hellas has been working in Greece since June 2015, starting its operations in Lesvos and later expanding them into Northern Greece and Attica. On Lesvos, IRC currently supports Kara Tepe site in the following program areas: Women’s Protection and Empowerment (WPE), Water, Health & Sanitation, Shelter, and Site Management Support. IRC also seeks to implement programs for the population of the RIC-Lesvos (Moria).
SCOPE OF WORK
The Senior Area Manager is responsible for overall leadership and supervisory management of the IRC Lesvos Field office and operations, including stewardship of resources, staff safety and security, and, jointly with the national program coordinators, program implementation, and staff performance management.
The Senior Area Manager is builds and maintains a strong network of public, semi-public, not-for-profit, and volunteer organizations providing services to refugees. S/he identifies opportunities for funding and assists in proposal development.
Based in Mytilini and reporting to the Country Director, the Senior Area Manager receives support from country office level in the areas of program strategy and quality, safety and security management, supply chain management, finance, and HR.
RESPONSIBILITIES
Program support
· Oversee and manage the program teams (the WPE program staff member is managed jointly in a matrix structure with the technical oversight provided by the WPE Specialist based in the Country Office).
· Take the lead in finalizing IRC’s implementation plan for the programming on the islands.
· Work closely with IRC’s advocacy staff to improve conditions on the islands.
· Ensure full compliance with project/grant agreements and with statutory and technical legislation issued by appropriate government authorities.
· Work closely with program coordinators and managers to identify programming technical needs and take the lead in implementation and follow up as appropriate.
· Advise senior management about strategic programming directions and issues affecting project implementation, or key local issues affecting future grants/projects developments.
· Participate in the Protection working groups meetings.
Partnership and Fundraising
· Manage relationships and communication with external stakeholders and local partners in Lesvos.
· Identify funding opportunities and assist in proposal development.
Operation and Finance
· Oversee and manage the Finance, Human Resources and Supply Chain teams in a matrix structure with technical support provided by Coordinators in the Field Office.
· Liaise closely with Finance Manager to monitor cash flow.
· Carefully review budget vs. actual reports, approve purchase and payment requests, and manage program spending.
· Ensure that necessary policies, procedures and practices are in place and compliant with IRC, donor and national requirements.
· Responsible for safety and security of IRC staff, assets and premises (office and field sites) in coordination with the Safety Focal point in the Country office.
· Ensure consistent review and updating of security management plans (in coordination with the national security focal point).
Human Resources Management & Development
· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
· Ensure timely completion and submission of monthly timesheets, probations reviews and performance reviews.
· If/as required, identify staff performance issues and work with Human Resources to document and address these in accordance with the employment policies.
· Take responsibility for discussing job expectations, performance, and objectives on a quarterly basis with all staff and as a part of the annual Performance Review and Planning Process.
· Adhere to and act in accordance with the IRC Global HR Policies and Procedures and IRC Way Standards for Professional Conduct
Coordination and representation
· External:
o Develop and maintain effective working relationships with all stakeholders – including, NGOs, government ministries/authorities and UN agencies, to enhance cooperation and coordination between organizations.
o Participate in working group meetings.
· Internal
o Ensure there is cross collaboration and coordination amongst the Lesvos teams.
o Ensure timely and accurate reporting to Country Office.

QUALIFICATIONS
· 5 years minimum experience working in an NGO;
· Proven experience as an efficient and effective manager (including management of people, projects and budgets);
· Experience in Gender-Based Violence Programming an advantage;
· Solid ability to provide team-building, coaching, and development for staff as well as encourage cross-functional collaboration and cooperation;
· Solid organizational and coordination skills;
· Experience and reliability in carrying out safety and security protocols;
· Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC at forums and with donors;
· Fluency in English;
· Fluency in Greek is considered an advantage.
Working Environment*:* The position will be based in Mytilini and cover needs on Lesvos and (possibly in the future) on the islands of Chios and/or Samos, Greece.
