Pakistan: Research Specialist - Azm-e-Pakistan (AeP) Program Evaluation

IBTCI seeks a Research Specialist to lead the design of the methodology and data collection tools, oversee data collection, and lead the analysis of findings for the USAID/Office of Transition Initiatives (OTI) Azm-e-Pakistan (AeP) Program Evaluation. The purpose of this statement of work is to provide USAID/OTI with an evaluation team to conduct an evaluation and identify key lessons learned from the OTI Pakistan AeP program. The evaluation team will be expected to assess AeP’s progress towards its stated objectives, as they relate to lessons learned regarding countering violent extremism (CVE), and convey to USAID/OTI an independent evaluation. The projected period of performance for this Contract will be on or around January 1, 2018, and will end August 31, 2018. The work is expected to be in Pakistan and the United States. This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:

  • Develop the research methodology, data collection tools, and data collection plan, in collaboration with the Evaluation Team Leader;
  • Review and analysis of secondary data, including information in USAID/OTI’s Activity Database, quarterly and annual reports, reports from Strategy Review Sessions, Program Performance Reviews, and previous assessments and evaluations, etc.
  • Ensure enumerators are properly trained in administration of data collection instruments;
  • Manage day-to-day activities of local data collection partner;
  • Observe data collection activities and review data as necessary to ensure data quality;
  • Maintain database(s) to house all qualitative and quantitative raw data and ensure security of all data;
  • Analyze findings and support Evaluation Team Leader as necessary in drafting the evaluation report; and
  • Assist the Evaluation Team Leader in presenting findings.

RequiredKnowledge, Skills, and Abilities:

  • Experience working in or conducting evaluations in Pakistan;
  • Experience evaluating CVE or PVE programming in transition, conflict or unstable environments;
  • Experience conducting evaluations in geographic areas that are difficult to access.

Minimum Requirements:

  • 8-10 years of experience in program evaluation;
  • Demonstrated experience in qualitative and quantitative research methods;
  • Oral and written fluency in English required. Fluency in Urdu and/or Punjabi preferred.

Education: BA in International Relations, Foreign Affairs, Sociology, or related field preferred, but not required.

Supervisory Responsibility: None

Travel: International travel required.

Working Conditions: Work is performed in a typical corporate office environment.

Physical Requirements: Ability to lift up to twenty-five pounds.
