The IRCs Emergency Unit leads and/ or oversees IRCs global emergency preparedness and response activities. The mission of the Emergency Unit is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The Emergency Unit also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services.
The Emergency Unit is also charged with enhancing the IRCs global and country level emergency preparedness capacity. We do this by supporting IRC country teams in emergency preparedness planning and maintaining regional and global capacity to rapidly identify and deploy qualified emergency response personnel, the setting up and capacity strengthening of Country Emergency Teams and assisting in the development of emergency focused partnerships with local civil society organizations.
SCOPE OF WORK The Senior Coordinator for Emergency Preparedness Systems (SCEPS) will lead on the overall process of enhancing, strengthening and monitoring institutional preparedness and systems on country level.
This will be done in close collaboration with the Regional Emergency Preparedness Coordinators (REPCs) and other members of the Emergency Unit and Emergency Preparedness team and includes:
continuously ensure that the EPP process is fit for purpose and if necessary, make the necessary changes and adaptations ensure that
the EPP process corresponds to the needs and requirements of country teams and
the EPP tools that are easy to use and access and
the EPP guidelines are regularly updated to reflect changes in practice on country level;
ensuring that Watchlist country programs have a contextualized, appropriate and always up-to-date level of emergency preparedness planning evidenced through regularly updated, high quality EPP documents;
the provision of implementation support, monitoring and reporting on emergency preparedness action points;
the provision of support to the streamlined monitoring of, and reporting on emergency triggers on country level. This also includes the application and continuous adaptation of the risk (trigger) monitoring component of the Emergency Unit's Emergency Analysis Dashboard;
fostering more regional capacity to own the EPP process through the set-up and maintaining of an EPP Ambassadors structure on Regional level
ensuring that the Emergency Preparedness Rating (EPR) survey remains relevant and fit for purpose for assessing the emergency preparedness level of IRC country teams;
conducting the EPR Survey every year in January and July and formally and transparently communicating the results to all IRC country teams (score sheet with recommendations)
implementing the formal follow up process to the EPR results with a focus on Watchlist countries. This includes the development, implementation and monitoring of Preparedness Support Plans (PSPs) for Watchlist countries that have completed the EP process but have not reached (or dropped below) a rating of 3.0. The SCEPP will ensure that the development of a PSP will be closely aligned and coordinated with the CET capacity strengthening plan and process
leading on the contributions from the EP Team into the development, implementation and maintenance of Real Time Evaluations (RTEs) for country led emergency responses to ensure that RTEs provide relevant and actionable feedback and information on the impact of emergency preparedness planning and capacity strengthening work on country level
supporting the implementation of RTEs for all country-led emergency responses and ensuring that through a formalized analysis process of each the RTE, the relevant lessons are learned and corresponding changes are made to the emergency preparedness planning and capacity strengthening processes;
the development and implementation of a MEaL plan that ensures that all emergency preparedness planning and capacity strengthening processes are properly monitored, evaluated and reported on;
the socialisation of Emergency Unit globally standardised emergency response tools on country level;
any other appropriate task as assigned by the supervisor.
In close collaboration with other members of the Emergency Preparedness Team and coordination with other IRC departments involved in working with local Partner organizations, the SCEPS will support the further development of the partnering in emergencies approach, and lead the implementation of pilot projects on country level to test, evaluate and verify the impact of the approach.

REQUIREMENTS
Prior hands-on field experience and proven track record in:
emergency response and best practice on country and regional level
humanitarian staff competency and capacity strengthening
emergency preparedness planning and programs
establishing and developing partnerships with local civil society organizations based on shared objectives and visions and through investing into CSO partners' capacity strengthening
developing, organizing and facilitating training / capacity strengthening workshops.
University degree in international development, humanitarian studies or related field, Masters degree preferred, equivalent work experience will be considered
Proven ability to conceptualize new ideas and processes as well as develop and implement new structures and processes
Proven ability to transparently communicate and build support and consensus across departments and delivering on timelines
Excellent oral and written communications skills in English and French, Arabic advantageous
Previous experience in international humanitarian aid or development required
Able and willing to undertake significant global travel to potentially insecure environments.
