Job Description

BACKGROUND: The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 2017, 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aims to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. At present, the IRC is conducting these activities in Misrata-Sirte and tripoli

RESPONSIBILITIES:

The Supply Chain Manager is a key member of the IRC's operations team in Libya. This position is responsible for the management and delivery of effective supply chain and logistics support in compliance with IRC and donor regulations. Key responsibilities include procurement, transport, inventory, and asset management. The position is based in the IRC's field office in Tripoli with occasional travel to the IRC's office in Misrata.

Procurement Management

  • Responsible for creating and managing a list of Contracted Suppliers based on the IRC's Standard Operating Procedures (SOPs).
  • Responsible for Due Diligence checks (supplier references, site visits, historical data, anti-terrorism compliance) for Adhoc, Contracted, and Master Purchase Agreement (MPA) suppliers.
  • Responsible for executing contracts with suppliers based on their assessed ability to provide high quality goods and services, short delivery time, and value for money.
  • Conduct market surveys in key categories to ensure that IRC is receiving best value for money.
  • Document each procurement request fully and clearly according to IRC policy.
  • As the IRC has zero tolerance for corruption, coordinate and work with the Field Coordinator and headquarter Global Supply Chain colleagues to mitigate any risk of fraud.

Property, Storage, and Inventory Management

  • In collaboration with the Field Coordinator, manage the IRC's field offices in Tripoli including maintenance, security, and stocking.
  • Ensure that full and accurate inventory records are maintained, if necessary.
  • Follow all IRC warehouse and inventory management SOPs.

Fleet and Transport Management

  • Work with the Field Coordinator to design a suitably staffed and equipped transport function to support the IRC's vehicle operations and policies.
  • Implement the IRC's standard vehicle policies and procedures, with attention to safety and security.
  • Work with the Field Coordinator to ensure that vehicles are prepared for routine and emergency security requirements.
  • Ensure that all vehicles are secure when not in use.
  • Be familiar with local regulations / laws.
  • Ensure that fleet is well maintained and all times, and that there is a log system for vehicles.

Other

  • Proactively advise IRC staff on how to use supply chain tools and services.
  • Maintain relationships with community stakeholders and organizations, as necessary.
  • Support the customs clearance of the IRC's international procurements in line with Libyan regulations
  • Ensure monthly supply chain reports are submitted, and review and follow up as necessary.
  • Work with the Security Manager to maintain awareness and responsiveness.
  • Supervise other supply chain staff, as directed by the Field Coordinator.

REQUIREMENTS:

  • University degree in Supply Chain Management, Supply Chain, Business Management, or related field.
  • At least 2 years of post-graduate work experience in supply chain management or logistics with a humanitarian organization.
  • Experience working with donor rules and regulations.
  • Experience with maintaining supply pipelines in areas with weak infrastructure.
  • Strong organizational, interpersonal, and communication skills.
  • Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
  • Strong organizational and leadership qualities and willing to exercise initiative.
  • Willingness to participate and contribute as a team member, under challenging working conditions.
  • Fluency in Arabic and strong working knowledge of English (oral and written).
  • Preferable with IRC Supply chain experience
  • Ability to work under high level of stress
  • Experience working in conflict zones with absence of amenities and recreational facilities.

KEY WORKING RELATIONSHIPS:

Position reports to: Field Coordinator

Position directly supervises: Supply Chain Officer -Supply Chain Assistant

Other internal: Health team, Finance team, Ops team

Working Environment

Staff will be staying at a shared guest housing in Tripoli, with individual bedrooms for each staff. The guest house is relatively secure. There is limited access for staff to go out due to security constraints, usually once per week staff are allowed to go out. Tripoli is a conflict zone and staff must be aware of that prior to their deployment. We are still at the startup phase at Tripoli office which requires extra working hours and flexibility during this period.
