Job Overview/Summary: The IRC is seeking a Senior Economic Recovery and Development (ERD) Manager for a forthcoming five-year $22-24 million USAID Integrated Community Agriculture and Nutrition (ICAN) project aiming to sustainably enhance the resilience of vulnerable households by increasing economic opportunities for poor households, improving nutrition with a focus on women and children, and strengthening community and local governance. It is anticipated that the broad objectives for increasing economic opportunities for poor households under USAID’s ICAN will include:

  • Promoting investment in climate smart agriculture and other activities that can diversify household’s livelihoods;
  • Increasing access to training, skills and knowledge to support people in taking advantage of diverse employment and entrepreneurship opportunities;
  • Strengthening basic literacy and numeracy, entrepreneurial competencies, money management and financial literacy, job readiness skills and networking skills;
  • Linking project activities with the private sector for market system development, leveraging and scaling up existing projects and approaches where relevant;
  • Improving access to financial services (including Village Savings and Loan Associations), and credit and financial services.

The Senior ERD Manager will be expected to provide technical expertise in livelihoods approaches focused on the abovementioned objectives and will oversee the delivery of an integrated technical approach across all project districts in Uganda. He/she will work closely with other project leads for other technical areas, including nutrition, community and local governance, gender equality and youth engagement, education for work readiness and family planning, to strengthen community-to-community linkages and community-to-local governance systems to empower communities in steering their own development and growth.

Major Responsibilities:

  • Responsible for the overall he implementation of project activities related to livelihoods and economic development across all project districts, ensuring a harmonized technical approach.
  • Directly manage implementation of project activities in Acholi sub-region and supervise ERD Managers in 2 other sub-regions.
  • Identify and develop partnerships with relevant private sector, local youth-focused initiatives and other community-led initiatives in all project districts to support the roll out and delivery of economic development component of the project.
  • Develop, manage and keep track of relevant program activity workplans and training implementation schedules to ensure timely delivery of services by project staff and community partners, and achievement of objectives.
  • Work with the Monitoring, Evaluation and Learning Advisor and sub-regional M&E staff to monitor project progress and achievement of sub-results, assuring that feedback and learning are accurately captured and integrated into the project management cycle.
  • Ensure cross-cutting elements are integrated into the technical approach and captured in the M&E plan.
  • Maintain productive working relationships with project partners, beneficiaries and key counterparts.
  • Work closely with IRC Technical Advisors and IRC Economic Recovery and Development Coordinator, remain up to date on best practices and developments in targeted economic development, entrepreneurship, business skills and financial services in order to ensure program quality and impact.

Job Requirements:

Education:

  • Minimum bachelor’s degree in agriculture, economics, food security, international development or related discipline. Master’s degree is an added advantage.

Work Experience:

  • 3-5 years of progressively responsible project management experience in economic development programming and financial/business skill building, preferably with a focus on youth and gender equality
  • 3 years of technical experience in business/enterprise development and financial services, markets facilitation and private sector development is essential. Field experience in pastoral livelihoods is an advantage.

Demonstrated Skills and Competencies:

  • Experience in youth outreach, relationship building, and partnerships in advancing organizational mission and recognizing opportunities for collaboration.
  • Experience managing remote teams and a large team of field staff.
  • Experience in developing new relationships with private sector partners.
  • Strong leadership, analytical and organizational skills. Demonstrated ability to quickly assess priorities and effectively manage a variety of activities at a time while paying appropriate attention to detail.
  • Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators and staff at all levels of the organization.

Language Skills:

• Fluency in English Language both written and spoken is required

Working Environment*:* This position will be based in Kampala or Gulu, with frequent travel to project sites in other sub-regions
