Somalia: mHealth Officer - Mogadishu

Google Pilot Project Summary:
For the past three decades, protracted armed conflict in Somalia along with drought and famine, has resulted in mass displacement and a crippled health system. In urban Mogadishu, home to more than 369,000 internally displaced Somalis, only a small percentage of women and children present at a facility for immunization and family planning services. Those that do arrive may not receive the health benefit of the service if they are required to return for follow-up visits. As a result, women and children are at increased risk of sickness or death from vaccine-preventable diseases and unintended pregnancies.

The integration of Google Plus Code technology into IRC’s existing mobile technology has the potential to improve the uptake of critical inventions that require timely care-seeking and/or multiple contacts with health providers to get the full benefit of the service. Geo-coding will facilitate the creation of color-coded maps that estimate equity and uptake of services across the project sites, which in turn will enable smarter service planning. Auto-generated lists from IRC’s mReach technology, coupled with game-changing location data from geocodes, will enable community health workers to more efficiently track women and children who are due for or have defaulted from services.

Summary of Responsibilities:
Under the direct supervision of the Plus Pilot Project Manager the, mHealth Officer will be responsible for gathering requirements and implementing CommCare, a data management platform that can be accessed online through a website and both on/offline via a mobile application. The scope of work includes support, troubleshooting, data analysis and iteration of the CommCare tool as well as the data management and quality audit functions for the routine data collected under the Google + project.

Key Responsibilities

  • Train health care workers on use of mHealth tool (related to both the functionality of the hardware and the capability/functions of the software)
  • Troubleshoot mHealth tool in the field and escalate issues to the supervisor immediately, if unable to resolve
  • Monitor facility HCW activity to ensure that all registers are up to date, forms are being submitted and phones are being synced with the server
  • Ensure data is available for routine reporting
  • Lead data analysis and data quality auditing related to the mHealth intervention
  • Analyze routine data collection and facilitate program team to determine actions needed
  • Continuously mentor health workers on the use of mHealth tool
  • Review records for completeness, accuracy and compliance with regulations and safeguard data for control quality improvement efforts
  • Generate reports as needed to monitor the program performance
  • Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for mHealth interventions
  • Carry out any other activities deemed appropriate by the supervisor.

Reporting and Coordination:

  • Document learning and actions throughout the process and submit documents on learning at least once a quarter or as required
  • Support fellow team members in capturing and documenting best practices and success stories for learning, reference and dissemination
  • Represent IRC Somalia at mHealth and other related forums as need may arise

Required qualifications and experience:

  • Bachelor of Science degree in Health Information Management or Masters in a related field
  • Minimum of 3 years’ experience in implementation of mHealth programs.
  • Previous work experience in the field of public health required.
  • Experience in training groups of non-technical users on data collection methodologies and the use of mHealth applications for data entry, management and analysis
  • Experience in implementing mobile-based projects, troubleshooting and implementing technology in urban areas
  • Experience in programming / designing health solutions
  • Possesses technical capabilities with software and mobiles as well as confidence in excel
  • Understanding of Somalia context and experience of working in a conflict area preferred.
