Somalia: Senior M&E Officer (Roving)

Background:

The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, GBV, WASH and health reaching out to more than 300,000 conflict and drought affected people.

Summary of Responsibilities:
Under the direct technical supervision of the Monitoring and Evaluation Manager (MEM) and technical guidance and collaboration with the Senior Health and Nutrition Coordinator (SNHC), the Senior Monitoring and Evaluation Officer (SMEO) will be responsible for the overall collection, collation, analysis, interpretation, dissemination, storage and timely reporting of all forms of data generated from all sectors of the country program as designated by the MEM Manger. Particular focus will be given to the health and nutrition activities within the health and nutrition programs and on generation and submission of timely qualitative and quantitative reports. The SMEO will work with key program staff to ensure adequate and timely updating of all program data, including that related to key indicators, configuring the same within the comprehensive online management and effectiveness tool (COMET) and provision of key analysis per the various data sets within COMET towards improved program monitoring and evaluation. The SMEO will be expected to contribute towards quality programming in the health and nutrition sector.

Key Responsibilities

Planning

  • In collaboration with the program managers, participate actively in the preparation of program implementation plans per grants and associated work plans, Indicator Matrices and Data Flow Maps. Define data collection and analysis schedules for each program site to aid in timely submission of all data from respective collection points, including weekly disease surveillance and monthly reports to the MoH/WHO/UNICEF
  • In collaboration with the SHNC and program staff, support staff to develop and disseminate comprehensive data collection tools within all the supported facilities.
  • In consultation with the M&E Manager ensure that Indicator tracking table (ITT) is developed for all IRC Somalia program’s grants including those form the Health and Nutrition Sector, and regularly updated to track program progress.

Program Data Quality:

  • Actively participate in the development and enforcement of quality assurance (QA), quality control (QC) and quality improvement (QI) processes at all health and nutrition program sites
  • Ensure timely and accurate updating of all data within the COMET system/tool on weekly basis from the end user points (facilities)
  • Participate in joint monitoring and supervision exercises with program staff at respective field sites for on the job training on proper data collection and reporting.
  • Participate in planed surveys, either internally or externally (through consultants) to promote own capacity building and enhance the quality of the survey reports generated
  • Data Audit: Regularly review facility registers across all service units with program staff and provide appropriate feedback on how this correlates with information/ data generated from COMET and discuss ways of improving data quality.

Data use and sharing:

  • Provide weekly and monthly analysis of all data collected – disease surveillance and general epidemiological data – per various service units (primary healthcare, reproductive health, immunization, communicable and non-communicable diseases, and community outreach) to the program teams to aid in their close follow up of data towards improvement of quality programming
  • Be the key focal point and Quality gatekeeper by analyzing all data before onward submission to the MoH, SHNC and program staff for subsequent use
  • Ensure that all data related to indicators for all respective health and nutrition program grants is configured appropriately into COMET, in conjunction with the Regional Monitoring and Assessment Coordinator (RMAC).
  • Actively participate in the preparation of health and nutrition program assessment tools and in analyzing the data once it is collected, as well as compiling the same into comprehensive reports

Other programmatic tasks:

  • Carry out any other activities deemed necessary by the supervisor.
  • Assist the M&E in implementation of accountability feedback mechanisms to ensure responsiveness to client’s needs and aspirations.

HR management/support:

  • Conduct continuous and frequent close monitoring / supervision of data clerks to promote optimal data collection at all levels of data collection from entry, collation, compilation, analysis and interpretation and providing feedback to program managers, the M&E Manager and Field Coordinators
  • Develop a robust capacity building plan for all data clerks and program staff at field level to promote timely, comprehensive, accurate and complete collection, collation, analysis and interpretation of all data
  • Train health and nutrition program staff on a regular basis on recent developments on data collection and the comprehensive use of COMET, data analysis, presentation, interpretation and use
  • Support program staff in capturing and documentation of best practices and success stories for learning, reference and dissemination

Reporting and Coordination:

  • Represent IRC Somalia at the field inter-agency Health and Nutrition Cluster and M&E coordination forums
  • Actively participate in writing donor related reports in collaboration with the health and nutrition managers and the SHNC. This will entail provision of technical inputs reviewing and validating data submitted.
  • Review all reports to ensure that data provided is reliable and accurate and that target indicators are met and explanations provided where indicators are not met
  • Ensure that programs are on track through keeping and updating indicator tracking sheets and reviewing this through COMET.

Required qualifications and experience:

  • Bachelor of Science degree in Health Information Management, Public Health or equivalent is required. Masters in DHIS, an advantage.
  • Skills and knowledge on Health and Nutrition background would be an added advantage
  • Computer literacy with possible advanced Ms word, Ms Excel, Ms PowerPoint and Ms access is a must.
  • Knowledge in computer statistical packages (EPI INFO, SPSS and Stata) is required.
  • At least 3 years’ experience in working with Health Management Information Systems (HMIS) is required.
  • Strong data interpretation skills, report writing and presentation skills.
  • Demonstrated experience in capacity building and mentoring of staff.
  • Knowledge, skills and experience in participatory methods.
  • Experience in use of data to inform decision-making, planning, and performance monitoring.
  • Strong communication skills; oral, written and presentation skills.
  • Strong management skills (managing, motivating and developing staff).
