CONTEXTUAL BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary
As part of IRC’s Violence Prevention and Response programming, the Information Management (IM) Manager will be responsible for overseeing and supporting the data and information management process for IRC’s protection program portfolio in northern and southern Syria including Protection Rule of Law (PRoL), Women’s Protection and Empowerment (WPE), and Child Protection programming. The program portfolio will include protection monitoring and legal programs, GBV case management, child protection case management, parenting skills strengthening, partner capacity strengthening, as well as outreach, psychosocial support, and risk reduction activities. The IM Manager will ensure that IRC’s data collection and information management systems for existing and new activities are efficient, harmonized (where feasible), and reliable, and that data is used to inform program decision making. The IM Manager will report to the Sr. Integrated Protection Coordinator and directly supervise Information Management Officers.
Major Responsibilities
Program Management, Technical Quality, and Strategy
· Develop and manage IRC’s protection information management systems, platforms and databases for the PRoL, WPE, and Child Protection units
· Support in the development of all protection programs to operate in line with IRC’s Monitoring for Action 9 core standards
· Develop and maintain an active indicator matrix that outlines at minimum the key indicators and data to be collected, disaggregation requirements, calculation methods, tools, and roles and responsibilities
- Ensure that all program data collected including beneficiary numbers and progress against indicators is protected, accessible, accurate, and reliable
- Support the Protection Coordinator and Protection Managers to analyse quantitative and qualitative data collected by protection monitoring teams.
· In conjunction with the Coordinators and Managers, develop needs and assessment data collection and monitoring tools as required; including but not limited to household surveys, key informant interviews, and focus group discussion guides.
· Provide feedback to the Sr. Integrated Protection Coordinator and technical Coordinators on all program monitoring activities and findings.
- Develop guidelines regarding information management, ensuring data security and protections are in place and in line with IRC global policies and donor requirements.
· Review datasets for deficiencies or errors, correcting any incompatibilities where possible, for improved data quality; follow-up with data collections teams inside Syria for clarification on missing, incomplete or incorrect data.
· Support Coordinators and Managers in completing weekly, monthly, quarterly, and final internal and donor reports, as necessary.
Program Development
· Work closely with Coordinators and Managers in the development of a sector strategy.
· Support the Senior Integrated Protection Coordinator and ProL, CP and WPE Coordinators in the development of new grant proposals, specifically in developing logical frameworks.
Staff Performance Management, Learning & Development:
· Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
· Develop and implement remote management capacity building approaches to build the strengths of the team in Syria.
· Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
· Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage.
· Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
· Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
· As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
· Promote and monitor staff care and well-being. Support appropriate interventions in response to identified staff care needs of both national and international staff.
· Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
Research, Learning and Analysis
· Support the Senior Integrated Protection Coordinator to develop and implement regular monitoring and evaluation activities for the protection program
· Collaborate with program teams to discuss, analyze and interpret findings for improved contextualization and understanding of IRC Protection, WPE and CP programming.
· Ensure quality information management including beneficiary count in coordination with Coordinators and the information management team
· Design and develop tools and systems to carry out program monitoring plans and protection monitoring, as well as a comprehensive yet user friendly program-wide database for each technical sector.
- Ensure monitoring tools are implemented correctly and in a timely manner by PRoL, CP and WPE staff.
Coordination & Representation
· Support timely information sharing regarding challenges and needs at the field level.
· Coordinate closely with MEAL to ensure consistency and quality of data collection.
· Represent IRC at relevant cluster meetings, as required.

Job Requirements
Education:
· University degree in information management and systems, computer science, data science or a related field; postgraduate degree an advantage
Work Experience:
· Minimum 3 years previous experience working with information systems management, monitoring and evaluation, database development and management; NGO experience an advantage
· Statistics, data analysis, data-driven computation are all relevant areas of experience
Demonstrated Technical Skills:
· Experience with descriptive data analysis and/or data management
· Able to think critically about data and information, triangulating and cross-checking data when needed and with minimal guidance
· Excellent visual design sense regarding clear and accurate presentation of data.
· Strong computer literacy with Microsoft Office (in particular, Excel)
Demonstrated Managerial/Leadership Competencies:
- Very good analytical and reporting skills with attention to detail.
- Excellent organisational and time management skills and ability to meet strict deadlines.
- Good interpersonal skills and ability to work as part of a team as well as independently.
Languages:
· Fluent in Arabic and English
Computer/Other Tech Requirements:
· Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
· Experience with business intelligence and analytic tools such as ONA, or Zoho reports
· Experience using ArcGIS is desired
Ability to Travel: 5-10% of time for meetings and conferences, if applicable
Working Environment The overall security situation in Jordan is relatively calm, especially in Amman. The Jordanian government is stable, and civil unrest is largely peaceful. However, Jordan’s generosity in hosting refugees from Palestine, Iraq and now Syria have created huge strains on the country’s economy and infrastructure. The IRC office is in a modern professional building.
