Kenya: Subject Matter Expert for Evaluation Sought for Somalia

International Business and Technical Consultants Incorporated (IBTCI) is recruiting a Subject Matter Expert (SME) to work with an evaluation team for evaluations for USAID/East Africa/Somalia Office. As the holder of the Somalia Program Support Services (SPSS) contract, IBTCI will be conducting evaluations on transition initiatives programs in Somalia.

This position is international with frequent travel to Kenya and Somalia, and is a part-time, beginning in mid-October 2015 to March 31, 2015. Approximately 50% of the work may be conducted remotely.

It is expected that selected SME will:Bring strong experience with community-based programming and participatory approaches applied by the stabilization projects in insecure/fragile environments. A first critical task of SME is to develop system for categorization and coding of TIS grants based on “expected impact” elaborated in each individual grant information sheet developed by the implementing partners. This work should be done in close collaboration with TIS implementing partners. More specifically, this includes:

  • Review TIS project documentation, analyze project objectives in line with intended results and group the grants by categories and sub-categories, as appropriate. The definitions of categories and sub-categories should be definitive and explicit;
  • Elaborate coding system to simplify to sort, filter or group TIS grants per category and sub-category;
  • Instruct and guide TIS project data management teams to apply proposed categorization and coding system to existing database.

As soon the first task is accomplished the SME will assist evaluation team, to:

  • Design data collection guides and structured questionnaires
  • Develop training protocol for implementation of FGDs and KIIs and help to organize training sessions for facilitators to elaborate probe-questions
  • Advise on characteristics of stabilization and help to capture multifactor for further analysis
  • Help conduct and document pre-test results
  • Participate in data analysis and provide insights critical to Somalia context
  • Participate in drafting of sections and sub-sections of performance evaluation report that covers all results and includes summary tables.

The SME Expert should meet minimum qualification requirements:

  • Experience with community-based programming in insecure/fragile environments.
  • Understanding of in-kind grant driven approaches
  • Profound understanding of frameworks for categorization of multiple type of interventions into particular clusters (clustering)
  • Somali gender issues
  • Expert knowledge of the past and current status of governance in Somalia
  • Knowledge of / experience with programming focused on Countering Violent Extremism
  • Fluency in the Somali language
  • Strong knowledge transfer skills;
  • Professional knowledge of MS Office applications;
