Job Overview/Summary: In its five-year strategy, the IRC is committed to developing the program frameworks and tools, and providing high-quality technical assistance for programs, in order to become a more outcomes-driven and evidence-based organization by 2020. The Program Quality Unit (PQU) is the engine that supports the IRC's shift to more outcomes-driven and evidence-based programs, enables learning across contexts, increases our impact, and influences donors and peers to adopt proven interventions. The PQU is comprised of leading experts grouped into sector-based Technical Units, including but not limited to Education, Health, Violence Prevention and Response, Governance, and Economic Recovery and Development. These teams collaborate with IRC's staff on the frontlines and deliver technical assistance to our staff to help ensure our programs are high-quality and achieve deliver results for the people we serve.
The Senior Coordinator, Strategy plays a critical role to translate this strategic commitment to evidence and outcomes into reality. The Senior Coordinator will design, plan and track the organizational changes required to translate this organizational commitment into practice, working closely with other IRC departments. This role will also coordinate and execute those critical change initiatives, including supporting the ongoing improvement, tracking and analysis of the quality of technical assistance provided by the Technical Units to our programs and field teams. The position is located within the Program Quality Unit of the Policy & Practice (P&P) Department, and reports to the Director of Planning and Operations.
Specific responsibilities:
- Together with the Director of Planning & Operations, lead and execute major, strategic PQU-led initiatives that support the achievement of IRC's 2020 goals
- Plan and manage organizational changes which impact PQU, including identifying the changes required to roles and processes, creating the communication and training materials, and planning and project-managing the change adoption, coordinating across PQU and with stakeholders in other IRC departments
- Support the ongoing development and/or improvement of tools and processes that enable technical assistance and program quality to be highly effective, efficient and standardized
- Monitor and report on the quality of technical assistance provided to programs and field teams, including administering feedback surveys, analyzing and reporting on the survey data, working with Technical Unit and Regional leaders to review, discuss and take action on the feedback
- Develop onboarding strategy and packages for Technical Unit staff that is aligned with IRC's Technical Assistance model
- Project-manage the adoption of an improved funding model for technical assistance, including conducting relevant data analyses, administering working groups and generating communications and change management plans
- Support the Director of Planning & Operations in tracking, analyzing and reporting on thought leadership and operational performance of the Technical Units, and improving the use of data for management decisions within PQU
- Coordinate the synthesis and reporting of key performance/strategic indicators across the Technical Units for IRC's executive leadership team.
The Senior Coordinator, Strategy, P&P will work with various other units/staff within P&P and the IRC's Regional Units, as well as staff responsible for other complementary aspects of the IRC Strategic Plan on a regular basis.

Internal: Technical Units, REL, Measurement team, other Policy & Practice teams, International Program Department, Strategy Unit, and IRC support departments as required. External: The position is largely focused on managing internal organizational change and strategy implementation. There may be occasional contact with peer agencies or other external parties as needed.
Job Requirements:
Essential qualifications, skills and experience
- University degree in management, business, organizational design/change or equivalent
- At least 6 years' professional experience with demonstrated skills in leading and managing internal organizational change processes, ideally in a large, complex, international organization/business
- Strong analytical and creative problem-solving skills, and ability to anticipate barriers and opportunities
- Proven ability to coordinate effectively among a range of organizational units and multi-cultural teams to achieve consensus and common goals
- Capability to manage multiple demands under tight deadlines, and adapt to new challenges and shifting priorities
- Excellent writing, presentation and meeting facilitation skills
- Experience in using project management methodologies, templates, tools and processes
- Fluency in English required; ability to work in French or Arabic an advantage.
Working Environment: Standard office environment with occasional domestic and international travel to attend meetings/conferences and visit IRC field programs.
