Job Description

CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with 2.98 million in hard-to-reach areas. There are 5.3 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

In northeast Syria the IRC implements health, basic needs, livelihoods, women's protection, and protection programming.

SCOPE OF WORK

The Senior Economic Recovery and Livelihoods Manager will oversee the development, implementation, monitoring and evaluation of effective household economic security and livelihood program activities in North East Syria. The IRC's ERD programming relies on a market-based approach to the greatest extent possible - meeting the urgent priority food security and livelihood needs of displaced populations without compromising existing market structures and mechanisms as well as looking towards future livelihoods development opportunities.

By working closely with the ERD Coordinator and the various managers within the ERD department, the Senior Economic Recovery and Livelihoods Manager will play a key role in the oversight and quality implementation of the economic recovery and livelihoods portfolio.

The Senior Economic Recovery and Livelihoods Manager will have a strong emphasis on providing technical support and coaching to ensure successful and quality implementation of programmatic activities and will be responsible for oversight of staff capacity building.

RESPONSIBILITIES

Technical Quality & Program Strategy Development

  • Provide technical and management support to ERL-agriculture and livelihoods programming in North East Syria.
  • Assess the appropriateness of different programming options and appropriateness of different program activities and ensure implementation modalities best respond the needs and context.
  • Work alongside the ERD Coordinator to develop the country sector strategic direction and plans including expanding economic programming based on needs of target populations in North East Syria
  • Liaise with economic advisors within the technical unit to ensure relevant support, tools and resources are being provided.

Staff Management and Development

  • Build the capacity of and supervise members of the ERL team with specific technical expertise in relevant areas (agriculture, cash for work and enterprise/employment development) meet technical program needs.
  • As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment.
  • Build capacity of the team under his/her supervision in the different selected program methodologies, and to provide ongoing coaching and support of staff to ensure high-quality program implementation.
  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Responsibility for supervisees timesheets, work plans, vacation schedules, and staff training/development activities
  • Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures

Grant Planning, Implementation & Business Development

  • Works alongside the ERD Coordinator to anticipate, plan and manage programmatic and structural transitions.
  • Has budget authority to pre-approved limits and responsibility for budget development and compliance.
  • Support MEAL staff and Managers with to develop relevant monitoring tools and adapt them to the different program methodologies.
  • Ensure regular field monitoring and modifications as required.
  • Ensure the IRC submits donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
  • Support the identification of opportunities and development of market integrated programming concepts and proposals in collaboration with the ERD Coordinator and country program senior management, business development staff and economic advisors.

Coordination & Representation

  • Participate in relevant working groups both within and outside of the UN cluster system.
  • Provide support to the Early Recovery & Livelihoods sub-sector in North East Syria.
  • Where relevant, support the ERD Coordinator in external representation and technical coordination with other stakeholders, including INGOs, CBOs and working groups.

Key Working Relationships:

Position Reports to: ERD Coordinator Position directly supervises: Livelihoods Manager, Senior ERD Cash for Work Officer, ERL Protection Mainstreaming Officer and Agriculture Officer.

Indirect Reporting: TBA Other Internal and/or external contacts:

Internal: Other IRC departments including Basic Needs, Women's Protection and Empowerment, Supply Chain, Finance; ERD Technical Unit

External: Cash-based response Technical Working Group, Early Recovery & Livelihoods Cluster, Food Security Cluster

REQUIREMENTS

  • Bachelor Degree in Social Sciences, Agriculture, Nutrition, Economics, International Affairs or related field required.
  • Minimum of 3 years professional humanitarian experience, preferably in multiple emergency contexts
  • Strong technical knowledge of cash for work programming, agricultural programming, market-based emergency responses and livelihoods programming strongly desired.
  • Prior experience working in remote-management situations preferred.
  • Prior managerial experience with large and diverse teams
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills.
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Strong experience developing project proposals and preparing budgets
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English required, Arabic is preferred
  • Experience with USAID, SIDA, DANIDA, EU and DFID would be an added advantage

Working Environment

The position will be based in Dohuk, Kurdistan Region of Iraq and Derek-North East Syria, currently a low-security risk and a comfortable environment in KRI. Shared housing will be provided. Frequent travel required, access and security permitting.
