The IRC's Emergency Unit
The IRC's Emergency Unit leads or oversees IRCs global emergency preparedness and response activities. The mission of the Emergency Unit is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The Emergency Unit also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services.
The Emergency Unit is also charged with enhancing the IRCs global and country level emergency preparedness capacity. We do this by supporting the development and training of Country Emergency Teams, assisting in the development of emergency focused partnerships with local civil society organizations, maintaining regional and global capacity to rapidly identify and deploy qualified emergency response personnel and supporting country-level contingency planning.
Job Overview/Summary: The Emergency Measurement Analyst plays a primary role in the development of new measures for the Emergency Unit, including but not limited to measures of emergency response success, emergency preparedness, emergency systems, and protection access. S/he contributes to the Emergency Analysis Framework through support of the yearly backend quantitative update as well as backstopping Emergency Classifications. In addition the Analyst plays a primary role in the development and roll-out of the Emergency Impact Research theme, focused on piloting new research methods in acute emergencies.
Major Responsibilities:
Emergency Analysis Framework (10%)
- Oversee the yearly update of quantitative data for the Emergency Classification System
- Backstop and double check data for the individual classification of various emergencies, when requested
- Collaborate with the Emergency Crisis Analyst on the analysis of quantitative data for the yearly Watchlist (countries where the IRC believes emergencies are likely to occur in the coming year).
Emergency Measurement (35%)
- Lead the development of various emergency measures for the IRC, including but not limited to measures of emergency response success, emergency preparedness, emergency systems, and protection access. Including construct development, testing, revising, training and implementation.
- Advise individual Emergency Unit colleagues on their measurement strategies.
- Collect, collate and key emergency indictors for comparison against global strategy.
Emergency Research (35%)
- Manage and facilitate the Emergency Research Advisory Group (a collection of emergency responders and researchers) towards the development of strategies for the implementation of the IRC Emergency Impact Research Theme.
- Analyze data from individual research pilots, and contribute to writing reports based on findings.
- Lead fundraising initiatives (identifying funding opportunities and developing proposals) for the implementation of the Research Theme past the pilot stage (i.e. FY 2019).
Emergency Accountability (15%)
- Participate in emergency needs assessments and Real Time Evaluations as requested (travel: approximately 10%).
- Contribute to the drafting of Preliminary Scenario Definitions (humanitarian scenario write-ups) at the start of all new emergencies.
- Contribute to the measurement portions of Accountability Toolkits, such as the Real Time Evaluation toolkit.
Additional Tasks (5%)
- Participate in Emergency Unit workshops, annual and strategic planning exercises and relevant trainings.
- As requested by the Director Emergency Unit participate in external workshops/symposiums related to high priority countries.

Indirect Reporting: None Other Internal and/or external contacts: Close working relationships with members of the Emergency Unit, particularly other members of the Analysis and Accountability team (n =7); collaboration with members of the Research, Evaluation and Learning Unit; foster and maintain relationships with external researchers, academics and thought leaders in the field of international emergencies and research.
Job Requirements: The requirements should establish a baseline (minimum) for educational background, previous work experience, professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job.
Education: Graduate degree in Epidemiology, Research Science or related discipline
Work Experience: At least 2 years of directly relevant experience in a similar position (quantitative data analysis, measurement development, research management).
Demonstrated Skills and Competencies:
- Superb data analysis and reporting skills.
- Excellent understanding of quantitative data analysis methods and demonstrated measurement development skills (using a psychometric validity approach preferred).
- Knowledge of statistical systems and methodologies required, including competency in at least one professional statistical software.
- Demonstrated ability to work collaboratively with a diverse range of colleagues in IRC and externally to build trust that sensitive information will be handled with discretion.
- Ability to respond to multiple priorities in a timely manner, delivering high-quality products in a high-pressure environment.
- Experience creating statistical indices and/or using a Regression Discontinuity Approach highly preferred.
- Experience leading field research teams preferred.
- Knowledge of global humanitarian system and work in humanitarian settings preferred.
- Strong commitment to the IRC's mission, purpose and values.
Language Skills: Excellent oral and written English language skills required. Proficiency in additional languages an advantage.
