Job Description

BACKGROUND

The IRC is one of the leading providers of high quality programming for refugees resettling to the United States. The mission of the IRC's US Programs (USP) Department is to create opportunities for refugees to survive and thrive in America. The IRC's USP Department currently provides services in 26 U.S. cities and through the IRC's Resettlement Support Center (RSC) in East Asia. The USP portfolio has grown to encompass a spectrum of support in five program outcome areas with numerous local partners, hundreds of corporate, foundation, and government donors, and thousands of individual givers. The IRC resettles thousands of refugees on an annual basis, and has over 1,000 staff and 5,000 volunteers.

Scope:

The Statewide Coordinator of Refugee Health Services is the primary contact for all refugee health related issues in the state of Kansas. S/he facilitates, coordinates and monitors all statewide activities related to the medical screening program and Refugee Medical Assistance (RMA). This position reports to the Statewide Coordinator for Refugee Services.

Responsibilities include but are not limited to:

  • Develop partnerships and contracts with qualified health providers to ensure refugees and eligible populations have access to Refugee Medical Assistance in Kansas including health screenings, vaccinations and Medicaid. Ensure quality service providers are selected so that Refugee Medical Assistance goals identified in the Kansas State Plan are achieved.
  • Establish appropriate processes for the establishment of contracts, sub-awards, program reporting and monitoring of services providers.
  • Monitor all statewide RMA providers and activities to ensure quality control and compliance; analyze procedures related to RMA provision and make procedural recommendations based on findings.
  • Coordinate with providers to ensure timely delivery of health screenings and vaccinations;
  • Provide on-going support related to refugee health screening.
  • Coordinate transfer of health records for out-migrating and incoming secondary migrants.
  • Ensure clinics and partners submit monthly documentation of outcomes and interventions.
  • Review monthly tracking reports received from RMA providers.
  • Develop and disseminate RMA policies and procedures to service providers.
  • Responsible for budget development and monitoring actual expenses.
  • Review, monitor and track monthly billing and Budget versus Actuals; and ensure timely and accurate reimbursement to providers.
  • Identity funding opportunities and develop proposals applicable to refugee health needs in Kansas.
  • Submit reports to IRC, Office of Refugee Resettlement (ORR), and other partners.

Requirements

  • Advanced degree in Public Health or health related field required.
  • Minimum 5 years progressive work experience managing a public health program preferred.
  • Minimum 5 years of experience in program monitoring, evaluation and grants management required; federal grant management experience highly desirable.
  • Previous financial management experience, including effective management of program budgets.
  • Solid organizational skills with ability to multi-task, set priorities, effectively manage time and meet deadlines. Ability to be flexible and work well under pressure in a fast paced team environment.
  • Proven ability to negotiate and work with partner organizations; experience with organizational capacity strengthening and partnership building.
  • Ability to travel frequently to different areas of Kansas where refugees are resettled and participate in conferences, trainings and/or meetings; must have own transportation
  • Solid computer skills.
