Job Description

The IRC Finance Team seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs and by adhering to established financial practices and accounting principals. The Budget Team within the Finance Department is responsible for developing and monitoring IRC's $700 million budget and for developing the indirect cost rate, fringe benefit rate analysis, and various other financial analysis needed to sustain the organization's operations worldwide.

Job Overview/Summary

As part of IRC's Financial Planning & Analysis team, the Budget Officer will provide technical and decision support to the organization's budgetary operations for a set of IRC's domestic and overseas offices, assisting the Director in refining the annual budget submission process and developing more effective oversight of the budget and actuals throughout the fiscal year. Additionally, the Budget Officer will pursue continuous improvement in reports, tools and processes used to monitor the IRC's budget and provide management decision support.

The Budget Officer will report to the Director of Financial Planning & Analysis (FP&A) and will work closely with other FP&A team members; colleagues in Finance, International Programs, and Headquarters departments including IT; IRC's Senior Management Team; and the External Auditors.

Major Responsibilities

  • Work closely with the Director and FP&A team in developing annual budget submissions and in refining the process for the submission of the original and re-forecasted budget for Board approval;
  • Work with a portfolio of headquarters departments and international programs to ensure the accuracy and completeness of budget submissions, including approved investments;
  • Generate and analyze the monthly actual reports for assigned departments in a timely manner and work with the departments to identify issues and opportunities versus budget;
  • Develop reports and analyses to support management decision making as relates to annual budget and ongoing funding decisions;
  • Prepare financial analysis of fundraising costs, program expenses and other cost allocations as needed;
  • Provide ad hoc finance decision support on strategic initiatives to headquarters departments, including IT;
  • Identify and implement opportunities to leverage IRC's financial systems to improve reporting and analysis capabilities ; manage the transition to a new reporting tool for the headquarters units;
  • Provide training to new financial and program staff on IRC's budget policies and processes;
  • Provide reports to the IRC's external auditors as needed for the annual audit;
  • Other duties as assigned by the Director of Financial Planning & Analysis.

Minimum Qualifications

Job Requirements

  • Bachelors Degree, preferably in Business Administration or Finance
  • Min. 3-5 years progressive budgeting/finance experience; proven knowledge in complex financial analysis and expertise working on budgets preferred; ability to create insight from data and analyses
  • Excellent communication, interpersonal, and diplomatic skills: the ability to effectively liaise with colleagues in a diverse multi-cultural environment;
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced team environment and the ability to apply creative problem-solving skills;
  • Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands;
  • Excellent computer skills: MS Office with expertise in Excel. Experience with cloud-based planning tools, PowerBI and ERP systems is desirable.
