BACKGROUND
The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933, the IRC is at work today in over 40 countries and 27 U.S. cities. The IRC's US Programs (USP) department creates opportunities for refugees and other vulnerable migrants to thrive in America. USP serves more than 35,000 individuals each year, among them several thousand newly arrived refugees - over half of whom are under the age of 21- through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.
The IRC delivers education programs in 22 conflict-affected or post-conflict countries around the world, as well as in 14 US cities where IRC operates programs targeted to support refugee and immigrant youth successfully integrate in their new communities. The IRC's educational interventions strive to help children and youth gain valuable skills and knowledge that will increase their opportunities and life chances, and contribute to their well-being and livelihood. We support formal and non-formal learning activities that lead to tangible learning outcomes in literacy, numeracy, socio-emotional learning, and marketable skills, and promote the protection and psychosocial well-being of conflict-affected children and youth.
SCOPE OF WORK
The Technical Advisor, Education and Youth provides technical assistance and coordination for IRC's education and youth programs across the United States. The Technical Advisor is responsible for developing evidence-based program strategies that are responsive to needs identified in a recent comprehensive assessment of youth services in USP, and for helping and supporting the development and monitoring of sustainable, quality educational programming for children and youth. The Technical Advisor is a member of the USP Program Quality & Innovation unit and as well as of the global Education Unit. S/he will ensure that USP education and youth programs benefit the IRC's experience in Education across the globe, and help the IRC increase the scope of its mental health programs.
MAJOR RESPONSIBILITIES
Program strategy, design and development
- Provide technical assistance to the USP network on the design, development, implementation, monitoring and evaluation of effective educational programming for refugee and immigrant youth
- Provide remote and on-site technical support to local USP offices aimed at increasing programmatic quality and reach, context analysis and planning, program design, and planning for and accessing sustainable funding for programs
- Develop and adapt tools, guidelines, assessments, policies and curriculum to support high quality, effective and scalable education program delivery approaches
- Apply and adapt IRC's global education and youth experience and lessons learned to USP programming for children and youth
Business development
- Attract financial and technical resources towards the achievement of USP Education outcomes for children and youth
- Provide guidance and support to field offices to effectively access funding and provide technical review of proposals prepared by field staff
- Review technical quality of proposals from field offices, including review of technical activities and ensuring alignment to IRC's Education outcomes
Outcomes, evidence and capacity development
- Contribute new evidence, ideas and analysis to promote youth program impact and cost-effectiveness
- Coordinate tracking, compilation and analysis of key Education outcomes indicators, with emphasis in social-emotional learning initiatives
- Coordinate and support implementation of pilot projects to test new and modified approaches to program delivery
- Build partnerships with academic institutions and other organizations with expertise and experience in mental health
- Support and enrich an active Community of Practice on education and youth services
- Communicate USP education program results and lessons learned to clients, staff, donors, the public health community, and the public.
Organizational priorities
- Participate actively as a member of the Program Quality Unit and in closely coordination with other USP teams.
- Collaborate closely with the Education Unit, including attending regularly schedule Education meetings and annual workshops, and drawing on the research, monitoring and other skills of these colleagues to support USP educations programs.
- Other duties as assigned by supervisor.
KEY WORKING RELATIONSHIPS
Position reports to: Senior Director, Program Quality & Innovation (USP) with dotted line report to Deputy Director, Education Unit (global)
The Technical Advisor, Education and Youth maintains close working relationships with the members of the Programs Quality & Innovation unit, the Research, Analysis & Learning unit, the Resettlement Unit, the Education Unit, Executive Directors of USP field offices and education program staff in the USP field sites. The TA is also expected to develop and maintain external relationships with universities across the country as well as funding partners.
JOB REQUIREMENTS
- Master's/post-graduate degree in Education or relevant field or equivalent combination of education and experience is required.
- Minimum 5 years' experience in a non-profit or social services agency, with increasing levels of responsibility.
- Demonstrated experience in delivery and monitoring of educational services to vulnerable children and youth; experience providing services to refugee or immigrant population service highly desirable.
- Demonstrated expertise in program design, monitoring and evaluation, with the ability to turn concepts and strategy into measurable action.
- Ability to develop and maintain strong relationships with academic institutions.
- Proven ability to create good processes and systems, tools, sustainable solutions and accountability.
- Excellent communication, teambuilding and interpersonal skills.
- Strong organizational skills with ability to juggle multiple tasks, set priorities, effectively manage time and meet deadlines, and proven ability to work under pressure.
- Experience working with and understanding cultural sensitivities.
WORKING ENVIRONMENT
Standard office work environment. Up to 20 % travel required.
