Background/IRC Summary : Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
While refugees and migrants have been entering Europe for years, due to a change in migration patterns since mid-2015, the number of people entering Europe, mainly via Greece but also through other border crossings has surged. According to the most recent UNHCR figures, there have been 866,484 arrivals by sea to Europe in 2015. Of these, the majority are considered refugees. From Greece, refugees and migrants continue onwards, moving through the Balkans to final destinations in Europe, with often varying movements due to border closures and restrictions. Currently, Governments in the Balkans continue to allow border crossing of Syrian, Iraqis and Afghan nationals. Other nationals are stranded at borders leading to some concentrations of people with associated concerns over the risks associated with these restrictions.
The Protection program will ensure that crisis-affected populations have an improved access to life-saving and humanitarian services, rights and entitlements. This will be achieved through an integrated approach to protection, which includes information sharing, awareness-raising on rights and entitlements, advocacy, specialized programing for the most vulnerable groups, including women and children case identification and case referral, as well as risk reduction actions to reduce protection issues for affected populations.
Job overview/summary: The IRC has established a Country Office in Belgrade, Serbia and implements program addressing urgent humanitarian and protection needs of ongoing arrivals of refugees and migrants to Europe by supporting partner-led coordinated responses in Serbia. The Protection M&E Manager will be responsible for providing expertise on data collection and development of data collection tools in line with IASC Guidelines and international standards for maintaining confidential data. The person is expected to assist the field teams in using the tools and coordinate with the Protection Coordinator on the development of tools. If applicable, the Protection M&E Manager will assist the RRM Coordinator. The Protection M&E Manager will oversee technical support, capacity building of national partners with safe and confidential data collection methods for protection assessments and be responsible for the overall data quality control an integrated protection response to ensure that it effectively meets the needs of women, girls, boys and other vulnerable groups. Working closely with the IRC technical teams, the Protection M&E Manager will provide data expertise to partners in the areas of Women’s Protection and Empowerment and Child Protection and make recommendations to the Protection Coordinator on gaps in services in order to improve program quality.
Who this position reports to: The Protection M&E Manager will report to the Protection Coordinator.
Major Responsibilities
Overall Monitoring and Evaluation of the WPE program
- Design, revise, and manage standardized M&E systems and tools to monitor program performance based on the implementation plan, grants, and emerging needs.
- Contribute to program design with partners based on lessons learned from the program’s M&E.
- Ensure all M&E systems and monitoring plans are in compliance with donor requirements.
- Design and carry out mid-term and final evaluations of projects as per donor requirements.
- Troubleshoot around the use of the GBV and Child Protection standardized tools used for data and information collection.
- Work closely with the partners to ensure tools are implemented and used consistently in all sites.
- Work with the Protection Coordinator to ensure proper planning of trainings and workshops as well as other M&E related activities as necessary.
- Ensure compilation and analysis data across the program sites on a regular basis, and assist with writing up the analysis for purposes of donor reports and advocacy.
- Ensure that results of data analysis are fed back to partners to inform program design and implementation.
- Regularly visit field sites to ensure that M&E efforts are being effectively implemented by staff and produce related monitoring reports.
- Coordinate and support cross-program M&E activities with other programs and represent IRC as necessary in technical fora, specifically in regards to the GBV IMS.
- Lead the documentation, writing and analysis of data generated by the program as well as lessons learned on processes for both internal and external purposes.
- Troubleshoot any issues regarding data collections, data entry and clean-up related to the impact evaluation.
- Any other duties as assigned by supervisor.
GBV Information Management System (GBVIMS)
- Ensure the implementation and correct use of the GBVIMS with partners.
- Develop and ensure internal and external information-sharing protocols are developed to clarify how data collected through the GBVIMS will be stored, shared and analyzed, and what data can be used for what purpose and by whom.
- Ensure that all aspects of the GBVIMS follow the strictest ethical and safety standards, to protect clients, IRC and its staff, and partners.
Staff Supervision & Development
- Provide technical supervision and support to partners and Protection Coordinator
- Ensure capacity-building need are identified and plan to meet needs
Other
- Other duties as assigned by the supervisor to enable and develop IRC Protection Coordinator and Country Director.
Requirements:
Bachelors in M&E, statistics, public health, social sciences, or other related field.
- 3 years demonstrable experience in program design, monitoring and evaluation in a conflict or post-conflict context
- Demonstrable knowledge in using the GBV IMS.
- Strong data management skills and familiarity with Excel, SPSS, Stata or other statistical analysis software required.
- Previous experience working in protection, women’s empowerment, or gender-based violence response, child protection and/or prevention.
- Experience working with a multi-disciplinary team in a cross-cultural setting.
- Fluency in English required. Arabic, Serbian, or Farsi preferred.
- Demonstrated experience in capacity building and mentoring.
Strong writing skills would be preferable.
Working Environment:
This position will be based out of the Country Office in Belgrade, Serbia. This position will require frequent travel throughout Serbia. The post is unaccompanied and housing will be provided by IRC for this position.
