BACKGROUND TO IRC

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. The IRC restarted programming in Europe in July 2015 in response to the escalating humanitarian crisis on Greece's shores as hundreds of thousands of refugees fleeing conflict sought sanctuary in Europe. Since then, the IRC has expanded its response to the Balkans, working through partners to ensure that refugees have the services they need, and more recently to Germany, where the IRC provides technical assistance on effectively integrating refugees into local communities. Across Europe, building on 83 years of experience aiding refugees, and over 40 years' experience resettling and integrating refugees in the United States, the IRC is establishing partnerships with local actors - government and otherwise - who are now at the forefront of resettlement and integration in Europe.

Since early 2016, with the implementation of the EU-Turkey deal and the closure of the so-called Western Balkan route, Italy has been the main point of entry for migrants, including refugees and asylum seekers, to Europe. Arrivals over many years have resulted in an accumulated strain on national systems, services, policies and public opinion.

Following a first assessment conducted in January 2017, the IRC's Italy Head of Program, Regional Partnership Coordinator, and the VPRU conducted a follow-up in July and identified several critical protection gaps around mental health and psychosocial support (MHPSS), unaccompanied children, information provision and legal support for refugees and migrants in Italy.

OVERVIEW:

The Operations Assistant will provide assistance in day to day implementation of activities for the Operations Department including Supply Chain, Human Resources, Administration and Finance. The Operations Assistant should have an overview of all activities being undertaken by the Italy team and must prioritize and distribute tasks effectively and efficiently, ensuring that requests are tracked and follow up is provided.

MAIN DELIVERABLES:

  • Provide operational support for program activities, regularly audit and address problems with procurement, vendor contracts, and asset management.
  • Assume overall support responsibility for the financial transactional duties and ensure compliance with IRC financial policies and protocols.
  • Ensure that all IRC policies and procedures are adhered to by self and all staff
  • Support in ensuring that all aspects of Procurement, Assets, Warehousing and Transport and are managed according to IRC Procedures
  • Ensure the provision of daily HR and administrative support (recruitment, holidays, discipline, contracts etc)
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing adequate support and guidance to enable staff to successfully perform in their positions.
  • Overall responsibility for staff timesheets, work plans, vacation schedules, staff travels and visitors
  • Provide support in visitor management and staff travel (including: visas, flights, accommodation and transportation as needed)
  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures
  • Adhere to and serve as a champion of the IRC Way Standards for Professional Conduct
  • Manage and maintain all aspects of IRC premises and property
  • Together with the Country Representative, ensure all Italy operational services and systems are cost effective and efficient
  • Provide support in monitor operational sections of budgets and track expenditure. Follow up as necessary including timely information and budgetary comments regarding any realignment

REQUIREMENTS:

  • Degree or professional certification in Operations/Support Services Management, Business Management or related field.
  • At least 1-2 years' experience in administrative, financial or HR roles, preferably within an NGO setting.
  • Fluency in Italian and English is a must.
  • Strong organizational, interpersonal and communication skills.
  • Strong computer competency with word processing, spreadsheets, and databases, especially MS Word and Excel.
  • Strong leadership qualities and willingness to exercise initiative.
