ORGANIZATION DESCRIPTION

The IRC has been one of the largest providers of humanitarian aid in South Sudan for over 25 years, delivering emergency relief and post-conflict assistance since 1989. The Country Program includes seven different sectors (Health, Reproductive Health, Nutrition, Women Protection and Empowerment, Child protection, Education and Livelihood) implemented in a total of seven field sites covering four States.
SCOPE OF WORK
Under the supervision of the Deputy Director for Programs, the Child Protection & Education Coordinator will be responsible for the vision, strategy, design, monitoring, and quality delivery of the Child Protection and Education program in South Sudan. The Child Protection & Education Coordinator will be based in Juba with frequent visits to the field sites. The Coordinator will be the country program focal point for all education and child protection related meetings, workshops, and task forces. The Child Protection and Education Coordinator will be supported by Technical Advisors based at IRC HQ to ensure effective, high quality delivery of all education and child protection.
Responsibilities:
Technical Monitoring and Program Quality
- Provide technical supervision of, and technical support and guidance to IRC South Sudan's education and child protection program
- Ensure that all education and child protection activities are consistent with established international and national best practices, in close collaboration with the NY Education and Child Protection TAs
- Monitor evolving needs in the target communities and adjust the programmatic priorities as necessary
- Ensure regular follow-up on monitoring data relevant to IRC education and child protection program
- Lead all research and learning activities in relation to education and child protection
- Ensure regular performance monitoring of staff and/or partners to achieve the project's objectives
- Any other duties as assigned by the supervisor to improve IRC programs for children and families
Program Development
- Coordinate and initiate project proposals and develop proposals for the IRC South Sudan Education and Child Protection Program under the supervision of the Deputy Director of Programs and in consultation and collaboration with field based staff and HQ based Education and Child Protection TAs
- Design and lead technical assessments to determine needs for education and child protection program development
- Participate in donor meetings to share lessons learned in programming, needs assessments, and determine potential for new funding sources to improve child well being and safety
Coordination, Representation and Advocacy
- In coordination with the supervisor, represent the IRC to UN, international and national NGOs, Ministries, and key child protection and education actors
- Participate actively in external coordination and cluster forums; participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision making
- Together with CD, DDP and relevant coordination mechanisms, identify opportunities for advocacy on issues related to child protection and education
Staff Development
- Develop and implement staff capacity building plan to ensure quality education and child protection programming
- Ensure the child protection and education teams are following IRC HR policies, including the Child Safeguarding policy and code of conduct
- Conduct timely and quality performance evaluations
Qualifications and Experience:
- Masters level qualification in Social Sciences, Education, or related subject;
- A minimum of 4 years professional experience in leading/managing Education and/or Child Protection projects in humanitarian contexts.
- Willingness to travel to the field where projects are implemented for at least 30% of time
- Prior experience and excellent understanding of working in emergency settings or insecure environments. Prior experience in South Sudan is a strong asset.
- Strong capacity building skills and proven ability to train on topics such as social and emotional learning, case management, parenting, etc.
- Strong leadership, management, project planning, monitoring and evaluation, analytical interpersonal and communication skills
- Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors
- Strong written and oral communication skills, comfortable in a multi-cultural environment and effective in representation
- Able to respond rapidly to changing environments and work under pressure
- Fluency in English required
