BACKGROUND/IRC SUMMARY: Founded in 1933, the International Rescue Committee (IRC) is a leading international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those affected by the world’s worst humanitarian crises. At work today in over 40 countries and 26 U.S. cities, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure.
The IRC Jordan program was established in 2007 and is currently operating programs in Jordan and Southern Syria with an annual budget of $36 million. The IRC is currently providing humanitarian assistance in the sectors of child protection, health, women’s protection and empowerment and economic recovery and development through a team of over 200 staff. The IRC has a field office in Mafraq and implements programs across the governorates of Mafraq and Irbid; the main office is in Amman. The IRC also remotely supports partners in Southern Syria to implement health, livelihoods and protection programming.
JOB OVERVIEW: The Child Protection (CP) Coordinator will be responsible for all aspects of strategy development, program development and design, implementation, and monitoring and evaluation of all CP related activities within the IRC Jordan country program. The CP Coordinator will also ensure that those interventions are technically sound, taking into account international best practices, and are appropriately meeting the needs of the beneficiaries in target communities.
MAJOR RESPONSIBILITIES:
Program oversight and implementation
- Ensure that all interventions are in line with the IRC’s 2016-2020 strategy, international CP standards and national policies.
- Oversee implementation of CP, especially UASC programs, management of budgets (budget forecasting, development of spending plans and budget follow-up) and reporting in accordance with IRC and donor regulations.
- Promptly identify and recommend solutions to technical issues.
- Collaborate closely with other program and support departments.
- Supervise the implementation of the Child Protection Information Management System and ensure the respect of data security standards.
- Oversee the routine data collection for the project to monitor and use the data to improve the programming.
- Provide technical support to the team in the implementation of child protection in emergency activities, particularly regarding the implementation of case management activities and parenting skills training in accordance with international child protection standards.
Grants Management and Reporting
- Review progress in achieving program objectives and targets in collaboration with the program manager.
- Participate in Grant Opening, Mid-Term and Closing meetings.
- Review technical aspects of internal and external reports prepared by the managers for quality assurance within agreed deadlines using IRC and donor formats, as required.
- In collaboration with program managers, review Budget vs. Actual expenditure on a monthly basis ensuring no over or underspending.
- Bring any over/under expenditure issues to the attention of the Field Coordinator and the Program Managers in a timely manner and jointly develop corrective plans in collaboration with the DDP, Field Coordinator and the grants team.
- With the support of the M&E unit, ensure that monitoring and evaluation systems are strengthened (including indicator tracking sheets) and implemented in all CP programs, that activity, output and effect data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.
- Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
Partner Identification & Management
- Identify and develop partnerships to support implementation of Child Protection programs and possible hand-overs.
- Provide relevant capacity building to partners to support Child Protection programming and sustainability of activities.
New business development
- Coordinate the expansion of child protection programming in close collaboration with the child protection team, Field Coordinator, DDP and the Child Protection Technical Advisor
- Actively contribute to identification of new funding opportunities, proposal writing and strategy development/implementation.
Representation and coordination
- Develop, maintain and/or initiate partnerships with community based organizations, international and local NGOs, UN agencies, potential and current donors and relevant Government Ministries to support IRC programming
- Represent the IRC at CP-related coordination meetings, ensuring proper dissemination of information among relevant partners, donors and relevant government institutions.
- Coordinate with the IRC Women’s Protection and Empowerment Coordinator and the upcoming protection program to strengthen the holistic nature of IRC’s protection programs and liaise with the other sectors to ensure that protection principles are included in the overall IRC response.
- Upon request by the Senior Management Team, support organizing and facilitating field visits for partners, donors and others interested in IRC’s programming in Jordan.
Human Resource management
- Assist in the selection and recruitment of qualified staff in the CP program.
- Supervise technically a team of 50 individuals.
- Work with the Field Coordinator to ensure that technical aspects of the Performance Management System documentation for the program managers, deputies and senior officers are in place and followed up regularly.
- Create and execute a plan to hire, train and build capacity of staff to transition role to a national staff by conclusion of assignment.
- Support the Field Coordinator to ensure that program managers put capacity development plans in place for CP teams based on documented capacity needs assessments.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
- Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct.
- Adhere to and act in accordance with the IRC Global HR Policies and Procedures .
Training/Capacity building
- Provide technical support, training and supervision to the CP team as required.
- Promote in-service training for all staff in the CP team.
- Actively seek out formal and informal training opportunities for CP staff.

JOB REQUIREMENTS
- Masters Degree in a child or youth related field, (eg. education, social work, community work) prefered.
- Excellent professional track record with at least five years of international management level experience within NGO leadership working in child protection and/or education in emergency / humanitarian program implementation in conflict or immediate post conflict environments.
- Demonstrated experience in capacity building, project design and budget management.
- Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; ability to work with a broad spectrum of people.
- Good knowledge and understanding of international child protection, youth and education policy and practice issues.
- Strong proficiency in budget management, grants management and reporting.
- Strong coordination and project management skills.
- Proven experience supervising and providing case management services and support.
- Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
- Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
- Understanding of how to support the transition from direct service delivery to working in partnership with local actors (local partners, government ministries, civil society organizations, etc.)
- Planning, monitoring and evaluation skills.
- At least 2-3 years of staff management experience, including staff capacity development and team building experience.
- Good coping strategies in stressful and emergency situation, calmness is a requirement
- Fluent in spoken and written English.
- Arabic language skills strong advantage.
- Competent in Windows, MS office programs, emails and relevant database.
Working Environment*:* The position is based in Amman with approximately 50% of time expected to spent traveling to the field locations (Mafraq, Zata’ri and Azraq). Individual housing allowance is provided in Amman. Living standards are good and the security situation is calm and stable but this could change. Medical, life insurance and retirement package provided. Travel to/from post. This position is accompanied.
