Job Description

Background/IRC Summary:

The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933, the IRC is at work today in over 40 countries and 30 U.S. cities. The IRC's US Programs (USP) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in America. USP serves more than 35,000 individuals each year, among them thousands of refugees, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.

Community engagement, including working with employers, faith groups, volunteers, and others, is a priority focus of US Programs' Responsiveness initiative. Responsiveness aims to ensure that by 2020, all IRC offices in the United States address issues that face refugee and immigrants and their host communities through advocacy efforts, eliciting input from local stakeholders, joining and participating in local fora, developing momentum teams and planning committees, and establishing strong and strategic community partnerships and alliances. Technical support for the Community Engagement will be provided through IRC's Resource Acquisition & Management and Policy and Advocacy Teams, which supports volunteer and community engagement and grassroots mobilization across IRC's US network.

Job Overview/Summary:

The Community Engagement Mobilizer will drive US Program's efforts to operationalize the network's aspirations around community engagement. This will involve sharing best practices, creating and deploying standard tools, advising and training on effective strategies, and managing a small community engagement mini-grants fund. Combination community engagement expert, skilled trainer, and experienced project manager, the mobilizer will be IRC's Responsiveness Initiative Lead. S/he will provide both clarity of vision, as well as tactical guidance to strengthen US Programs offices' relationships with their local communities.

Reporting to Vice President of US Programs, the mobilizer will work in close partnership with Resource Acquisition, Advocacy and the US Programs Leadership Team. This is initially an 18 months position.

Major Responsibilities:

  1. Strategy and institutional capacity building

1 Develop and drive implementation of a one-year action plan for the Community Engagement initiative in US Programs 2 Guide the leadership team in developing organizational strategy for Community Engagement 3 Contribute new evidence, ideas, and analysis to promote program impact and cost-effectiveness Coordinate with Advocacy colleagues to inform local and national political engagement strategies 4 communications 5 Provide monitoring, quality assurance, and evaluation of programs 6 Plan for program sustainability, including institutionalizing best practices and identifying funding sources and supporting program/proposal development

  1. Technical support to field offices

1 Design and manage a mini-grants program to seed community engagement pilots in the network 2 Adapt and develop evidence-based tools for implementing community engagement programs 3 Identify and share best practices across the network 4 Provide remote and on-site technical support and assistance in the design, development, implementation, monitoring, and evaluation of community engagement programming 5 Develop and adapt curriculum to support quality program delivery. Coordinate delivery of technical training on community engagement topics 6 Leverage internal and external technical resources to expand IRC capacity 7 Support and enrich an active Community of Practice on community engagement 8 Monitor and report to USP senior management on the successes and challenges of community engagement program

Job Requirements:

Education: Master's Degree or equivalent experience

Experience & Competencies:

  • Minimum 7 years' experience in non-profit or social services agency, with increasing levels of responsibility
  • Significant experience in community engagement/organizing, particularly on the local and/or state levels, domestically
  • Demonstrated skill as a trainer/coach, in large group formats, one-on-one, and in the development of tools and trainings
  • Demonstrated expertise in program design, monitoring and evaluation, with the ability to turn concepts and strategy into measurable action
  • Ability to facilitate a group of senior leaders toward strategic decisions
  • Excellent communications and interpersonal skills
  • Strong organizational skills with ability to juggle multiple tasks, set priorities, effectively manage time and meet deadlines, and proven ability to work under pressure
  • Ability to think creatively to remove obstacles and solve problems
  • Experience in refugee resettlement, immigration services, or humanitarian programs desirable
