The Supply Chain Manager will be the lead for Supply Chain and Operations in Colombia. Reporting directly to the Head of Mission, the SC Manager will focus on supporting the development of appropriate SC systems, protocols and other support documents, as well as training the already identified SC and Administration Officer in IRC procedures.
Humanitarian context brief:
A combined two decades of economic mismanagement, a drop in oil prices, deterioration of democratic institutions has resulted in a humanitarian crisis inside Venezuela. Insecurity has manifested following protests in April 2017 against the president and his government, particularly for failing to address the growing inflation rate which lead to large-scale food insecurity. The demonstrations were initially peaceful but grew in severity of violence as time passed. Venezuela’s economic devastation worsened in the last half of 2017. This caused a massive migration of Venezuelans into neighboring Colombia in search of affordable food, medicine and work. The number of Venezuelans living in Colombia has increased to more than 550,000 people.
Cucuta is the capital of Northern Santander department (Norte de Santander), it is a major access point for Venezuelans’ coming into Colombia. It is also located in one of the regions of the country most affected by a number of pre-existing stressors including: armed groups1; drug cultivation, processing, and trafficking; trafficking of goods across the border; high unemployment and natural disasters. This complicated dynamic in Cucuta goes back decades and has nearly exhausted the capacity of the Colombian government to respond to the needs of its citizens in the region.
Key Responsibilities and Deliverables:
§ In collaboration with HQ, support the development of country-specific SC protocols and procedures, in-line with global IRC policies and procedures (including procurement, transport, etc.)
§ Support the HQ and Finance teams in the set-up and training on the BvA system
§ Ensure the timely procurement of all big-ticket items budgeted for country-office scale up, while ensuring compliance with IRC SC Operations
§ Support the selection and set up of physical spaces for Protection and RH activities
§ Support the selection and contracting of a financial service provider (FSP) for cash transfer programming
§ Support the training and capacity building of the Colombia SC and Administration Officer.
§ Support recruitment and training for drivers/logistic assistants
§ Maintain close ties with program teams to ensure that emergency response activities can be carried out in line with program timelines and plans
§ Build infrastructure to allow for an eventual expansion of program activities
§ Participate in any appropriate coordination mechanisms externally
§ Detailed handover to the in-country teams is completed, alongside a plan for ongoing GSC support through HQ, completed in cooperation with HQ
§ Any other duties as assigned by the supervisor to enable and develop IRC program in Colombia
Other Duties:
§ Participate in the support and other staff meetings to provide necessary updated Human Resources information.
§ As needed, support Head of Mission for occasional tasks that may arise that are not detailed above.
§ Alert to any suspected discrepancies and/or improprieties in Human Resources procedures
§ Follow any new procedures and guidelines designated in circulars from the Head of Mission
§ Submit monthly reports when needed, to Head of Mission. Also, to HQ HR for Strategic Metrics reporting.
Professional Standards
§ All IRC consultants are required adhere to THE IRC Way Standards for Professional Conduct and the IRC country contracting policies
Requirements
§ Minimum of 3 years of professional experience related to supply chain, procurement, logistics and/or administration required, previous experience with INGOs strongly preferred
§ Fluency in Spanish is required. Advanced command in English, both written and spoken is preferred
§ Computer literate with significant experience in Microsoft office required
§ Able to work under pressure, able to multitask, excellent team player and able to work in a multinational environment.
§ Good interpersonal, organizational, and time management skills
§ Experience working in a start-up environment a plus
§ Demonstrated capacity in critical thinking and ability to work independently
§ Demonstrated capacity to work with innovative systems and creative approaches to programming.
