Over the past 16 years, IRC has pioneered and implemented programs that prevent and respond to violence against women and children, as well as other vulnerable groups in refugee settings and in other conflict-affected contexts, making the IRC a global leader in this field.
Job Overview/Summary:
Growing research suggests that violence against women and violence against children often co-occur within the home and share similar risk factors. Through a two year funded initiative, IRC will develop and pilot a family violence program model, as well as conduct research to better understand the shared risk factors for experiencing intimate partner violence (IPV) and child maltreatment to build the global evidence-base for addressing violence against women and violence against children (VAC).
The Family Violence Specialist will lead the technical design of the program model, develop resources to support the piloting of the program model in the DRC and Myanmar, carry out programming and data collection training and other piloting activities in-country to ensure ethical and high quality research is implemented, assist in analyzing data and finalize and disseminate resources created through the project. The Specialist will work closely with a multi-sectoral technical team within the Violence Prevention and Response Unit on the design of the program model and development of resources. This person will also work closely with the Research, Evaluation and Learning Technical Advisor on the research component of the project which will seek to understand the feasibility, acceptability, and potential for change of family violence (i.e. IPV and VAC) before and after program delivery.
Major Responsibilities:
Program model and resource development
- Make adaptations to the program model's Theory of Change and program framework in light of findings from formative research and implementation of the program model in two countries.
- Adapt current evidence-based interventions such as the IRC's Engaging Men in Accountable Practice and Families Make a Difference interventions as part of the broader program model. EMAP and FMD will form the basis of the prevention component of the programming model building on IRC's existing work. The program model will address the co-occurrence of IPV and child maltreatment.
- Work closely with project team on development and implementation of case management guidance focused on IPV and child maltreatment in the family.
- Oversee the finalization of resources developed through the project.
Field Support: Training and Capacity Building
- Lead field testing for IRC staff in the two countries on the overall program model (ToC and program framework) to get feedback on its user-friendliness and feasibility
- Lead field testing (training) for IRC staff on the adapted Engaging Men in Accountable Practice and Families Make a Difference curricula and other potential response interventions
- In collaboration with country support Technical Advisors, provide technical support to IRC staff in pilot countries to ensure quality implementation of the program model
- Assist the REL Technical Advisor with evaluation of the program model in pilot countries. Specific responsibilities include developing and implementing data collection plans, coordinating with country teams to ensure adherence to study protocol and successful implementation of the research, assistance in data analysis and write-up.
- Refine the program model based on feedback from pilots.
Dissemination
· Lead dissemination and learning events to share the final program model and research findings with the humanitarian community.
Other
- Organize and facilitate meetings with the project's external Advisory Group.
- Feed into donor progress reports and manage donor budgets.
- Feed into discussions on project workplan.
- Work closely with Technical Advisors providing support to the two pilot countries and with members of the multi-sectoral project team engaged in the project.
- Represent IRC in coordination efforts and external fora focused on family violence (e.g. the THRIVE initiative).* Contribute to the VPRU's broader work on family violence as part of the unit's three year action plan.
- Support new business development and feed into proposals as appropriate.

Position works closely with a Project Coordinator responsible for administrative aspects of the project, the VPRU project team comprised of Technical Advisors with different areas of expertise, a Grants Manager, and the REL Technical Advisor.
Job Requirements:
· MA in social work, public health or other related field.
· 3-6 years experience working in the fields of child protection and GBV humanitarian response, including deep knowledge of intersections of VAW and VAC.
· Demonstrated experience with designing new programs that draw on research and existing resources and standards of practice within the GBV and child protection fields.
· Demonstrated ability to lead program design processes, create guidelines and training materials, with direct training and facilitation experience.
· Demonstrated ability to coordinate and engage in research and evaluation methodologies.
· Demonstrated ability to analyze quantitative and/or qualitative data
· Ability and inclination to work across sectors and bring people together from different perspectives to work collaboratively.
· Excellent oral and written communication, including proven success communicating in challenging and cross-cultural contexts.
· French language proficiency strongly preferred
Working Environment: Standard Office work environment. 30% travel
