BACKGROUND
A combined two decades of economic mismanagement, a drop in oil prices, deterioration of democratic institutions has resulted in a humanitarian crisis inside Venezuela. Insecurity has manifested following protests in April 2017 against the president and his government, particularly for failing to address the growing inflation rate which lead to large-scale food insecurity. The demonstrations were initially peaceful but grew in severity of violence as time passed. Venezuela’s economic devastation worsened in the last half of 2017. This caused a massive migration of Venezuelans into neighboring Colombia in search of affordable food, medicine and work.
This complex relationship between low economic opportunity, dangerous coping strategies and protection risks associated with family separation and transactional sex requires an approach that integrates a protection and economic support strategy in order to safeguard the most vulnerable populations.
SCOPE OF WORK
The Humanitarian Cash Relief (ERD) Officer will be an integral part of the Humanitarian Cash Relief (ERD) team. This position supports the delivery of humanitarian assistance to those affected by the crisis. Key responsibilities include capacity building, partner relations, oversight of the program, and monitoring and evaluation.
RESPONSIBILITIES
Primary Responsibilities
Actively supervise program assistants to ensure that beneficiaries are selected and registered according to defined targeting criteria and the standard operation procedures;
Oversee the distribution of in-kind assistance cash or vouchers across program locations, ensuring assistance is provided according to need;
Work with other sectors, including Health, WPE and Protection to ensure vulnerable cases are prioritized;
Prepare work plans and distribution schedules, in coordination with program assistants and the Humanitarian Cash Relief (ERD) Program Manager.
Monitoring responsibilities
Support mobile data collection activities within program sites;
Engage with program assistants to integrate the programs objectives and to achieve the proposed targets.
Reports to: Humanitarian Cash Relief (ERD) Manager

REQUIREMENTS
Minimum Qualifications
University degree
At least two years of work experience; one year of previous NGO experience preferred.
Fluency in Spanish, ability to read speak and write English
Desirable Qualifications
- Organized, detailed oriented, proactive.
Team player and good communication skills
Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
Possess leadership qualities and willing to exercise initiative.

Establish and maintain functional working relationships with target communities
Ensure adherence to the work plan and technical standards in the work conducted by IRC field staff
Maintain a functional working relationship with partners, ensuring compliance with contractual obligations
Collect data for assessments, baseline, post distribution monitoring and end line
