Job Purpose/Objective:
A global leader in humanitarian assistance, the International Rescue Committee works in more than 40 countries offering help and hope to refugees and others uprooted by disaster, conflict and oppression. Following over two decades of periodic interventions in the country’s humanitarian crises, the IRC has consistently been in Somalia since 2007, providing life-saving services such as health care, environmental health, livelihood security and community based conflict resolution & governance projects to displaced persons, local communities and vulnerable host communities. Currently, the IRC conducts major activities in its Health, Livelihoods, WASH, Women’s Protection and Empowerment, and Governance sectors across five main regions of Somalia, from the south to the northeast (Puntland). The IRC supports communities in Banadir, Nugaal, Bari, Mudug, and Galgaduud regions through its five field offices, with additional support from its main office in Kenya’s capital, Nairobi.

The M&E Coordinator will provide the leadership necessary to ensure that the IRC Somalia country program develops and meets its monitoring, evaluation, accountability and learning commitments, as set out IRC’s Strategy 2020 and IRC Somalia SAP commitments related to M&E. Core to this will be providing strategic direction to, and harmonization of, M&E efforts in Somalia in all field sites. The M&E Coordinator will lead a country program M&E Unit that contributes to evidence-based program design and continuous improvements of program quality based on data and learning. S/he will be part of the senior program management team and report to the Deputy Director Programs, with dotted relationship with RMAC- Regional Measurement Coordinator- (Management in Partnership).

Specifically, the M&E Coordinator will be responsible for:
(1) Helping the Program in quality proposal development,
(2) Assisting program staff in establishing M&E planning tools, M&E systems and procedures within their respective programs to meet Monitoring for Action Standards,
(3) Supporting the Grants and Fundraising Coordinator, Grants Manager and Reporting Officer in preparing grants opening, grants review and grants closing meetings,
(4) Reviewing Monthly/Quarterly/Annual reports on projects,
(5) Being the focal person for measurement and COMET data Platform for IRC Somalia. S/he will support field teams to monitor programs activities on a regular basis through data collection, analysis, learning and action-taking in relation to all of IRC’s programs. The M&E Coordinator will manage M&E Team members in all field sites.

Qualifications

  1. Post-graduate degree in social science, humanities or other related degree;
  2. 3-5 years’ experience in monitoring and evaluation in humanitarian and/or development sectors at a senior level.
  3. Proven technical skills in M&E, including experience with multi-sectorial and multi-donor funded programs;
  4. Experience with qualitative and quantitative data collection and analysis using packages like DHIS, ONA, GBVIMS, SPSS, MS-EXCEL, MS-WORD;
  5. Strong data interpretation skills, report writing and presentation skills;
  6. Knowledge, skills and experience in participatory methods experience in use of data to inform decision-making, planning, and performance monitoring;
  7. Excellent leadership, communication, problem solving and facilitation, interpersonal, coordination and networking skills.
  8. Demonstrated experience in remote management where access to field sites is hard.
  9. Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results;
  10. Ability to work independently, under pressure and to adhere to set deadlines;
  11. Understand and speak Somali
  12. Commitment to the IRC’s mission, purpose and values.
